Macklin administered the oath of office to Councilmembers Michelle Volk and Joshua Lee and to Mayor Doug Anderson. Mayor Anderson called the meeting to order at 7:16 p.m. in the Council Chambers at City Hall. After a moment of silence, the Pledge of Allegiance to the flag was given. Members Present: Mayor Anderson, Council Members Volk, Wheeler, Hellier and Lee Staff Present: Justin Miller, City Administrator, Andrea McDowell-Poehler, City Attorney, Jeff Long, Police Chief, Neil Normandin, Interim Public Works Director; David Olson, Community & Economic Development Director; Jerilyn Erickson, Finance Director; John Hennen, Parks & Recreation Director, Daryl Morey, Planning Director; Allyn Kuennen, Assistant City Administrator; Charlene Friedges, City Clerk 3. Presentations/Introductions Finance Director Jerilyn Erickson presented the Certificate of Achievement for Excellence in Financial Reporting, which was awarded to the City of Lakeville by the Government Finance Officers Association of the United States and Canada (GFOA) for its 2017 comprehensive annual financial report. David Olson presented the 2018 Community and Economic Development Annual Report. 6. Consent Agenda Motion was made by Hellier, seconded by Lee, to approve the following: a. Check register review b. Minutes of the December 17, 2018 City Council meeting c. (Removed from consent agenda) d. Resolution No. 19-01 appointing depositories e. Resolution No. 19-02 approving vehicle and equipment purchases and disposals f. Agreement for Banking Services with US Bank National Association City Council Meeting Minutes, January 7, 2019 Page 2 g. Mayor's appointment of Michelle Volk and Joshua Lee to the Lakeville HRA h. Accept proposal from Albrecht Sign Company to retrofit the message centers at the Lakeville Area Arts Center L Joint Powers Agreement with Dakota County South Metro SWAT j. Extension of Cedar Crossings final plat to April 30, 2019 k. Findings of fact and minor variance for fence setback at 19139 Ittabena Way I. Resolution No. 19-03 vacating a public drainage and utility easement at 8333 2101h Street W. m. Resolution No. 19-04 accepting donation to the Fire Department from Lakeville Public Safety Foundation n. Findings of fact and conditional use permit to allow expansion of the Kwik Trip convenience store located at 20187 Dodd Boulevard o. Agreement with Greystone Construction Company for repair of the salt storage facility p. Contracts with DPC Industries, Inc. and Hawkins, Inc. for water treatment chemicals q. Resolution No. 19-05 authorizing submittal of the 2019 Community Development Block Grant application r. Acceptance of streets and utilities in Summerlyn 6th Addition s. Final payment and acceptance of South Creek restoration utilities, Project 16-07 t. Contract amendment with Stonebrooke Engineering for Dodd Boulevard and Flagstaff Avenue intersection improvements, Project 18-05 Voice vote was taken on the motion. Ayes - unanimous Item 06.c Council Members Hellier and Volk stated they felt the Sun Thisweek is the better option for designation as the City's legal newspaper. They stated the Sun Thisweek is offering lower publication costs and has a higher circulation rate than the St. Paul Pioneer Press. City Council Meeting Minutes, January 7, 2019 Page 3 Mr. Miller confirmed that the Pioneer Press circulation is lower and publication costs are slightly higher than the Sun Thisweek. However, the Pioneer Press provides greater flexibility with publication deadlines, which is important to City staff and developers. Mayor Anderson suggested the City Council consider changing the legal newspaper designation mid -year if the publication deadlines become a significant issue. Motion was made by Hellier, seconded by Volk, to designate the Sun Thisweek as the official city newspaper for 2019. Roll call was taken on the motion. Ayes - Volk, Anderson, Wheeler, Hellier, Lee 7. Acting Mayor Appointment Motion was made by Volk, seconded by Wheeler, to appoint Councilmember Hellier as the Acting Mayor for 2019. Roll call was taken on the motion.
