Proposed Action
Staff recommends adoption of the following motion: Move to approve a three-year Enterprise
License Agreement with ESRI for Geographical Information Software and Support.
Overview
Geographical Information Software (GIS) is utilized by many departments within the City of
Lakeville for the tracking of properties, streets, sewer mains, water mains, and numerous other
geographical specific assets. The GIS department recently developed a strategic roadmap to
enhance the use of GIS across the organization that will require additional GIS server modules.
There has been and will continue to be an increase in the number of staff using the new
Cartegraph Operations Management System which requires a GIS license for each user.
With the addition of new server modules and anticipated increase in the number of user licenses,
an Enterprise License Agreement is financially a better option for the City than the current
licensing model. The new three-year Enterprise License Agreement includes the additional server
modules needed and allows for 750 users to use the various software systems that require
individual GIS licenses.
Primary Issues to Consider
What are the benefits of an enterprise license agreement versus purchasing individual
licenses?
• Our current contract only allows for a limited set of server modules and requires the City to
purchase user licenses individually. The enterprise license will allow the city to add as many
users as needed and save the city approximately $5000 - $10,000 annually.
