Olson, Community & Economic Development Director Copy: Justin Miller, City Administrator Daryl Morey, Planning Director Kati Bachmayer, Economic Development Specialist Date: February 26, 2019 Subject: Discussion of Multi-Family Housing Development Issues EDC Members indicated a desire to discuss multi-family housing development issues including work force housing at the February meeting. Staff has pulled together information to begin this discussion that includes: • Affordable Housing Update for the City of Lakeville Prepared by the Dakota County CDA on November 5, 2018; • The Comprehensive Housing Needs Assessment for Lakeville prepared by Maxfield Research in 2014 (including actual housing unit #s from 2010-2018); • A one-page summary of existing Workforce Housing and Senior Housing Developments in Lakeville including rent and income requirements; • An updated map with the locations of previous, recent, and proposed Workforce, Senior, and Market Rate Rental Housing Projects; • Census information on Lakeville and other Dakota County cities including information on population, age, race, housing, family size and income. The Dakota County CDA has contracted with Maxfield Research to prepare a new Comprehensive Housing Needs Assessment for Dakota County that will forecast housing needs for all cities in Dakota County through 2040. It is expected that this assessment will be completed in June. Staff will arrange for CDA staff to present the results of this assessment to the EDC and City Council. Action Requested: No action is being recommended at this point. This information is intended to provide background and provide the basis for discussions on the current issues regarding the development of workforce, senior and market rate housing in Lakeville.
