February 16, 2010 Item No. CQ RESOLUTION APPROVING THE FINANCING OF THE LOGIS PUBLIC SAFETY SOFTWARE APPLICATION Proposed Action Staff recommends adoption of the following motion: Move to approve the Resolution Approving Acquisition and Financing of LOGIS Public Safety Software Application. Overview The City of Lakeville is a member of LOGIS; a joint powers entity that provides data processing services to member agencies. The 2010 LOGIS budget provided for the replacement of the Public Safety software application. LOGIS is financing the project with existing fund balances and assessments to its member agencies. LOGIS is requesting member agencies to commit to how they intend to pay their respective share of the cost in order to finalize their overall project financing. Knowing the payment selection of each agency will enable LOGIS to define the bond repayment schedule and project cash flow. Members can either make a lump -sum payment on or before February 1, 2011 or finance the project in equal annual payments in one to four years at a 3% rate of interest. City staff is recommending that the Lakeville share of the project be financed as one payment of $84,752 on February 1, 2011. Primary Issues to Consider. If the City chooses to finance over a 1-4 year period rather than a lump sum payment, LOGIS is offering to provide financing at 3% per year commencing February 1, 2011. The staff is recommending lump sum payment because the City Council may wish to choose (not choose) to finance the project with debt in conjunction with its tax levy decisions. Postponing the decision until the budget and tax levy have been presented gives the Council the flexibility to adjust the debt payment schedule to align with its tax policy decisions. The interest and issuance costs of City issued debt is comparable with debt issued by LOGIS. The only salient issue therefore is the term. Deferring the decision until such time as the budget and tax levy information is presented therefore gives the Council a broader range of flexibility. The only risk factor is in the event of a significant escalation in interest rates. There are no eminent indications of a change in market conditions in the next 6-9 months. ❖ Funding Source. All public safety equipment acquisitions, including software, are accounted for in the Equipment Fund. The Fund's primary revenue sources are transfers from the General Fund, disposition of ALF assets, sale of equipment and tax levies. ❖ Cost effectiveness. The total acquisition and implementation cost for the LOGIS systems is approximately $2.6 million. When the costs are allocated to 25 entities member organizations, Lakeville's share of cost is only $89,752 making this a very cost effective acquisition. A south metro city similar in size to Lakeville paid $1.88 million for a similar software package. CITY OF LAKEVILLE RESOLUTION NO. RESOLUTION APPROVING THE FINANCING OF THE LOGIS PUBLIC SAFETY SOFTWARE APPLICATION WHEREAS, the City of Lakeville is a member of LOGIS, a joint powers entity that provides data processing services to member agencies; and WHEREAS, the 2010 LOGIS budget provided for the replacement of the Public Safety Software Application; and WHEREAS, LOGIS is financing the project with existing fund balances and assessments to its member agencies; and WHEREAS, LOGIS is requesting member agencies to commit to how they intend to pay their respective share of the cost in order to finalize their overall project financing. NOW, THEREFORE, BE IT RESOLVED that the City of Lakeville hereby elects a lump -sum payment to LOGIS on or before February 1, 2011 in the amount of $84,752 for the Public Safety Software Application Program.
