Extension of the On -Sale Liquor License for Teresa's
Proposed Action
Staff recommends adoption of the following motion: Move to approve the extension of
the On -Sale Liquor License for Teresa's Restaurant.
Passage of this motion will result in Teresa's Restaurant extending their ability to sell
liquor in a controlled access tent in the parking lot of their establishment for their annual
Cinco de Mayo on May 5th, 2010. They will have a DJ, dance area and beer and
Margaritas in the tented area.
Overview
The annual Cinco de Mayo celebration at Teresa's Restaurant had minor issues in
2009. Theresa's management recognized the issues and has made changes for 2010.
A sworn police officer on site to monitor behavior of attendees is included in these
changes. This event is open to persons of all ages. A copy of the site plan is attached
and the insurance certificate has been obtained. The site plan has been reviewed and
security issues as well as entrance and exit issues have been explained and are
covered.
The police department has no objection to the extension of the liquor license, provided
Teresa's Restaurant abides by the site plan and the stipulations listed on the attached
list.
Primary Issues to Consider
Will the establishment provide adequate security to assure compliance with State and
local liquor laws? See attached stipulations.

Stipulations
1. The tent will have controlled access with adequate security monitoring.
2. Persons consuming alcoholic beverages will be given bracelets identifying them
as over 21 after being properly identified.
3. Teresa's will hire adequate security to monitor customers and alcohol control.
4. Emergency exits and fire codes will be followed as prescribed by the Lakeville
Fire Marshall.
5. Portable toilets are available and placed as per the site plan.
6. All outdoor music will cease at 11 pm.
7. All alcohol service will cease at midnight, at which time Teresa's closes for the
night.
8. The closing time should be prominently displayed throughout, so there is no
confusion at the end of the evening when patrons are asked to leave.
9. Teresa's agrees to hire 1 off duty police officer (at the request of Theresa's) to
supplement their security staff. This is to occur on the 5th as agreed upon with
the police department.
10. The Police Chief or Fire Chief or their designee has the ability to direct the event
manager to control the level of noise and/or terminate the event at any time.
11. Teresa's will work effectively with the police department to minimize any parking
or traffic problems created by the event.

Mexican Restaurant

Teresa's Mexican Restaurant is asking for you permission on their plans of having a tent out-
side in the parking lot in front of the restaurant. For their annual celebration of Cinco de Mayo
which will take place on Wednesday May 5, 2010. The tent will be place on Wednesday, May 5,
2010 in the morning and will be removed on Thursday May 6, 2010 in the morning. The event is go-
ing to be from 5 p.m. till 12 a.m.. There's going to be a stage, DJ area, bar, restrooms for both men
and women, there's also going to be two fire extinguishers, two emergency exits. The entrance will
be by the main entrance of the restaurant. Teresa's has security staff, one will be at the entrance
checking IDs for those who would like to drink, and providing them with a wrist band. The main
reason for having the tent is for the people to have a good time and enjoy the different events that
will take place.
