CITY COUNCIL MEETING MINUTES
March 4, 2019
Mayor Anderson called the meeting to order at 7:00 p.m. in the Council Chambers at City
Hall. After a moment of silence, the Pledge of Allegiance to the flag was given.
Members Present: Mayor Anderson, Council Members Volk, Wheeler, Hellier and Lee

5. Presentations/Introductions
Chief Long introduced police officers Kevin Clifton, Eric Anderson, Emily Bares and Joshua
Flynn. Chief Long then presented the Police Department 2018 fourth quarter report.
6. Consent Agenda
Motion was made by Hellier, seconded by Wheeler, to approve the following:
a. Check register review
b. Minutes of the February 19, 2019 City Council meeting
c. Landscape maintenance contracts with VonBank Lawn Care, Inc. and Jeff Reisinger
Lawn Service, Inc.
d. Temporary on-sale liquor license to VFW Post 210 for an outdoor event in downtown
Lakeville on March 16, 2019
e. Temporary on-sale liquor license to Lakeville Rotary for Taste of Lakeville
f. Resolution No. 19-19 accepting donation from Lakeville Public Safety Foundation to
the Fire Department
g. Resolution No. 19-20 approving plans and specifications and setting a bid date for
2019 miscellaneous roadway repairs, Improvement Project 19-01

h. Contract with Kodiak Power Systems, Inc. for preventive maintenance of city

Voice vote was taken on the motion. Ayes – unanimous
7. 2040 Comprehensive Plan
Planning Director Daryl Morey recognized and thanked City staff, advisory committee
members and council members for their participation and guidance over the past two
years in amending the City’s Comprehensive Plan. He also thanked residents and business
owners who provided comments and feedback throughout the process.
Dan Licht, The Planning Company, presented the proposed 2040 Lakeville Comprehensive
Plan. The plan includes updates to the City’s Land Use Plan as well as several system plans
and interrelated chapters. The documents of the 2040 Comprehensive Plan are to be used
collectively by City officials, residents, business owners and developers as a guide for the
continued growth that is to occur in Lakeville to the year 2040. The proposed
Comprehensive Plan is consistent with the Metropolitan Council’s Thrive MSP 2040 Plan.
Mr. Licht explained that comments received during the mandatory six-month review
period included five requests by property owners for changes to the MUSA Staging Plan
map and/or 2040 Land Use Plan map. The Planning Commission unanimously
recommended approval of the 2040 Comprehensive Plan including the requested changes
by five property owners. With respect to the Mills Properties site in the northeast corner of
Kenrick Avenue and 173rd Street, he stated the Planning Commission supported the
change in land use from commercial to corridor mixed use but recognized the need for the
developer and the City to engage the neighborhood in discussions regarding the
proposed development and future zoning application.
Allison Krueger, 17296 Joy Court, expressed concerns regarding the uncertainty of the
proposed corridor mixed use designation of the Mills Properties site. She and the other
property owners in Argonne Estates wish to remain involved and work with the developer
and City on an acceptable transition between this property and the adjacent single-family
neighborhood.

Jim Kellison, representing the developer who has a purchase agreement on the Mills
Properties site, spoke in support of the corridor mixed use designation to allow for an
apartment project on this property. He stated the developer fully intends to work with the
City and neighboring residents on the development of this site.
Michael Bass, 17352 Joy Avenue, stated he feels the change in land use designation for the
Mills Properties site from commercial to corridor mixed use should not be included in the
2040 Comprehensive Plan. He felt the site should remain commercial because the density
with a mixed-use development will be too high.
Council Member Hellier stated he supports adoption of the 2040 Comprehensive Plan as
presented, with the five changes as requested by the property owners. With respect to the
Mills Properties site, he plans to remain watchful of potential traffic and access issues with
subsequent zoning ordinance updates.
Mayor Anderson stated he understands the concerns of the Argonne Estates residents;
however, he has concerns with the current commercial designation of the Mills Properties
site. He stated he feels there are ways to effectively buffer apartment buildings from
single-family homes. And he expressed support of an ordinance that provides a corridor
mixed use designation of two types.
Motion was made by Hellier, seconded by Wheeler, to approve Resolution No. 19-22
authorizing submittal of the 2040 Comprehensive Plan to the Metropolitan Council, as
presented.
