HomeMy WebLinkAboutItem 06.c Date: Item No. ORDINANCE CONCERNING SCAVENGERS AND TAXICABS Proposed Action Staff recommends adoption of the following motion: Move to adopt an ordinance repealing Title 3, Chapters 7 and 9 of the Lakeville City Code concerning scavengers and taxicabs. Overview Title 3, Chapter 7, of the City Code deals with the licensing of scavengers. This ordinance was adopted in 1974. A scavenger is defined as a person who gathers things that have been discarded by others. A scavenger license has not been issued in the past 40 years. Title 3, Chapter 9, of the City Code deals with the licensing of taxicabs. The ordinance requires the operator of a taxicab to provide proof of liability insurance. It also requires a vehicle safety inspection by the City. The ordinance was initially adopted in 1971. An amendment was adopted in 1991 that made an exception for taxicabs licensed by another city or by the Metropolitan Airports Commission. A taxicab license has not been issued since December 1990. Primary Issues to Consider Does the City Council wish to license scavengers and taxicabs? These ordinances are outdated. Staff recommends repealing Chapters 7 and 9 of the City Code effective immediately. Title 3, Chapters 7 and 9 of the Lakeville City Code are repealed in their entirety. SECTION 2. This Ordinance shall be effective immediately upon its passage and publication.
