PLANNING COMMISSION WORK SESSION MINUTES
March 7, 2019
The work session convened at 7:52 p.m.
Members Present: Chair Pat Kaluza, Vice Chair Jason Kelvie, Karl Drotning, Scott
Einck, Brooks Lillehei, Jason Swenson, and Paul Jarvis
Members Absent: Jeff Witte
Staff Present: Planning Director Daryl Morey and Associate Planner Frank Dempsey
Others Present: Joe Pannuk and Bill Boldenow
Continued Discussion of Commercial Boarding or Kenneling of Domestic
Animals
Mr. Dempsey provided an overview of the proposed Zoning Ordinance amendment
prepared by planning consultant Daniel Licht of TPC pertaining to the boarding or
th
kennelling of domestic animals as outlined in Mr. Licht’s memo dated February 27.
Mr. Pannuk and Mr. Boldenow expressed satisfaction with the proposed Zoning
Ordinance amendment; however, they requested that the proposed side and rear yard
setback of the outdoor exercise area be reduced from 30 feet to 10 or 15 feet. They
also asked for clarification on the proposed requirement concerning the containment
and disposal of animal waste in the outdoor exercise area.
The Planning Commission asked about the existing outdoor exercise area requirements
in the I-1 and I-2 districts. Staff responded that the outdoor exercise area must be
fenced and must be setback 100 feet from side and rear property lines. The Planning
Commission also discussed if there should be a limit on the number of dogs allowed in
the outdoor exercise area at any one time.
The Planning Commission expressed support for the draft Zoning Ordinance
amendment as presented. Mr. Morey stated that a public hearing for the Zoning

Ordinance amendment, and conditional use permit, will be scheduled for the April 4
Planning Commission meeting. The applications could then be considered at the April
th
15 City Council meeting.
