HomeMy WebLinkAboutItem 06.m April 15, 2019 Item No. KENWOOD TRAIL (DODD BOULEVARD TO 185TH STREET) IMPROVEMENTS (CITY PROJECT 14-10) AUTHORIZE FUNDING AND AMEND 2018 BUDGETS Proposed Action Staff recommends adoption of the following motion: Move to authorize funding and amend the 2018 budgets with respect to City Project 14-10, Kenwood Trail (Dodd Boulevard to 185th Street). Overview In 2015, the City and Dakota County partnered to complete the improvements on Kenwood Trail from Dodd Boulevard to 185th Street. The project was substantially complete prior to December 31, 2018. Staff received revised cost information from the County, and City staff is in process of finalizing 2018 financials. Therefore, staff is requesting the authority to amend the 2018 budgets and make the appropriate transfers in 2018. The project scope also included work on watermain and sanitary sewer lines such that the Water Operating Fund and Sanitary Sewer Operating Fund are also eligible as funding sources. The current estimated total City costs of project 14-10 for only the storm water infrastructure, watermain, and sanitary sewer portions of the project are listed below. The City will make installment payments to the County in 2019 and 2020 for the remainder of the project, which is anticipated to be funded with Municipal State Aid. The City will be reviewing the final project costs from the County as additional payments are due to the County. City Staff recommends making the appropriate transfers and amending the 2018 budgets with respect to the costs listed below, up to 10% above the estimated costs. Anticipated Funding Sources Amount Storm Water Infrastructure Fund $ 669,350 Water Operating Fund 305,010 Sanitary Sewer Operating Fund 465,360 $1,439,720 CITY OF LAKEVILLE RESOLUTION NO. ____ RESOLUTION AUTHORIZING FUNDING FOR CITY PROJECT 14-10 WHEREAS, on October 30, 2015, the City Council approved a JPA with Dakota County for engineering, right-of-way acquisition and construction of Kenwood Trail from Dodd Boulevard to 185th Street; and WHEREAS, on March 6, 2017, the City Council approved the first amended and restated JPA with Dakota County; and WHEREAS, the current estimated total City costs of project 14-10 for only the storm water infrastructure, watermain, and sanitary sewer portions of the project are listed below. The City will make installment payments to the County in 2019 and 2020 for the remainder of the project, which is anticipated to be funded with Municipal State Aid. NOW, THEREFORE, BE IT RESOLVED, by the Lakeville City Council: Staff is hereby authorized to amend the 2018 budgets and make the appropriate transfers between funds up to 10% above the estimated costs. Funding transfers may include loans between funds to cover engineering and other costs incurred on the project in advance of receiving other funding.
