PARKS, RECREATION & NATURAL RESOURCES COMMITTEE
MEETING MINUTES
April 3, 2019
Committee Vice-Chair Peterson called the meeting to order at 6:04 p.m. in the Lake Marion
Conference Room.
Members Present: Jeanne Peterson, Patty Zuzek, Lindsay Haneman, Nick Thompson
Members Absent: Bob Swan, Tom Goodwin, Holly Weberg, Jim Storms
Staff Present: Parks and Recreation Director John Hennen, Environmental Resources Manager
Mac Cafferty, Environmental Resources Specialist Ann Messerschmidt, Environmental
Resources Technician Kelly Perrine, Blue Water Science Representative Steve McComas,

3. Storm Water Pollution Prevent Program (SWPPP) Public Meeting and Annual
Environmental Resources Update
Public Meeting Opened at 6:05 p.m.
Environmental Resources Specialist Ann Messerschmidt gave a presentation on the Storm
Water Pollution Prevention Plan (SWPPP), a list of best management practices
implemented to protect the health of the water system and outlined the minimum control
measurements required for the City to meet the MPCA permit. For each best management
practice, there are required goals, timelines and education efforts associated with them.
Messerschmidt also highlighted various projects and education outreach events the
department has been involved in including; Watershed Cleanup and Earth Day Celebration
(~650 participants at Earth Day Celebration in 2018; 1,450 signed up to pick-up trash),
Landscaping for Clean Water (45 participants and 7 projects completed in 2018), Nature
Detectives (133 youth have participated since 2009), A Day Without Water and
environmental related skits with the Puppet Wagon. Environmental Resources Staff has
also worked with students doing various volunteer projects like an installation of a
pollinator garden, a woodland habitat restoration and a large buckthorn removal project.
Staff also completed 270 erosion control inspections in 2018, erosion control plays a key
role in preventing storm water pollution
The 2018 Environmental Resources Annual Report was presented by Environmental
Resources Technician Kelly Perrine. The report includes several fact sheets highlighting
Parks, Recreation & Natural Resources Committee Meeting Minutes, January 23, 2019 Page 2
projects, lake management and education/volunteer activities that Staff completed or
collaborated on in 2018. Perrine touched on a few of these projects including; irrigation
audits, Legacy Park conservation turf, South Creek restoration at Golden Pond, Lee Lake
pond retrofit and Conservation Corps Crew labor.
Steve McComas from Blue Water Science provided an overview of how he works with City
staff to protect the quality of water in Lakeville lakes. Mr. McComas shared a water quality
report for area lakes including; Marion, Orchard, Lee and East. These lakes are currently
unimpaired and meet the minimum standards for clarity and plant population. He touched
on various environmental factors that can impact the quality of the lakes such as aquatic
invasive species, fish populations and agricultural.
Is Staff aware of significant fish kill as a result of this winter’s extreme temperatures? Staff
stated that it’s too soon to determine but this will be monitored in the coming weeks.
How does the increased usage of road and sidewalk salt impact the ground water?
Unfortunately, increased amounts of salt have been found in local lakes over the years.
Once in the water, salt is costly to remove and educating homeowners, road crews and
business owners on how to effectively use ice melting products is a continued effort by
Environmental Resources Staff.
There were no citizens present and the Storm Water Pollution Prevention Program Public
Meeting was closed at 6:51 p.m.
