CITY COUNCIL WORK SESSION MINUTES
February 25, 2019
1. Council Member Hellier called the meeting to order at 6:15 p.m. in the Lake Marion Conference
Room.
Members present: Mayor Anderson (via telephone), Council Members Hellier, Lee, Volk, and
Wheeler
Members absent: None
Staff present: Justin Miller, City Administrator; Allyn Kuennen, Assistant City Administrator;
Zach Johnson, City Engineer; Jeff Long, Police Chief; John Kornmann, Deputy Police Chief;
Tamara Wallace, Deputy Clerk
2. Citizen Comments:
There were no citizen comments.
3. Transportation Update:
Mr. Johnson provided a transportation update which included the following construction
projects: Country Road 50 roundabout, various improvements to Aronson Park, installation of a
traffic signal at Cedar Avenue & County Road 50, upcoming neighborhood meetings for
Hamburg Avenue, the 2019 Street Reconstruction project, Dodd Boulevard & Glacier Way, Dodd
Boulevard & Flagstaff Avenue roundabout, Miscellaneous roadway reports and overlays, County
Road 46 street resurfacing, a Dodd Boulevard & 179' Street corridor study, and the Kenrick
Avenue extension alignment study.
4. Review of Appreciation Dinner Script
Ms. Wallace provided the Council with a copy of the script for the upcoming Advisory
Appreciation Dinner to be held on Thursday, February 28 at the Lakeville Area Arts Center.
5. Body Cam Policy Process
The City was recently awarded a federal grant for the implementation of police body worn
cameras, that will match up to $1,500 per camera (including peripherals). The grant requires
establishing a formal policy and obtaining feedback from community stakeholders. Following
research and review of other neighboring communities, Deputy Chief Kornmann presented a
preliminary policy drafted by staff which will be presented to local focus groups and stakeholders
to gain feedback and input. Staff has reached out to several organizations to include churches,
the school district, Lakeville Public Safety Committee, the Chamber of Commerce Ambassador

Group, and Lakeville Rotary; and the policy is presently available on both the Police Department
and City of Lakeville website. As one of the final steps in the implementation process, the Police
Department will host an informational meeting to show how the equipment is used, and a formal
public hearing will be scheduled at a future City Council meeting to adopt the draft policy.
The Council reviewed the draft policy and clarified the timeline, whether reserve and community
officers would wear the body worn cameras, how soon after an incident the data would be
released to the public and at what digression, how victim statements would be handled as it
relates to safety/ privacy, and confirmed the police department would be reaching out to the two
high schools to keep the younger generation informed of this process.
6. Waste Hauler Zones
At their July 2018 work session meeting, the Council considered the option of moving to an
revised collection method within the city after many residents expressed concerns with the
current trash collection system. Concerns included: continuous noise from truck traffic, wear
and tear to roadways, display of trash containers, and increased instances of waste/ oil spills
caused by the trucks. Staff met and ultimately invited the five licensed trash haulers within the
city to obtain initial thoughts, potential logistics, and timeline should the City move to an revised
collection system.
After obtaining the feedback from local haulers and working with neighboring communities, Mr.
Kuennen presented a potential route map that incorporated the input from both the haulers and
Council. The new system would see the city split down the middle with half of the city having
trash pick-up on Tuesday/ Wednesday, and the other half on Wednesday/ Thursday. The haulers
have requested a six-month roll-out to allow adequate time to communicate route/ day changes
to their customers.

Thanked the staff for allowing the haulers to be a part of the process and conversation so they
could easily incorporate the possible schedule/ route changes into their business model.
The Council reviewed the route map and discussed how the days of the week were determined,
and whether the proposal of three hauling days addressed enough disruption to the city and
residents. Ultimately the Council decided to move forward with staffs recommendation which
they felt moved the city in the right direction to responding to resident concerns and feedback,
while still offering flexibility to haulers.

7. Committee Appointments
The Council reviewed their appointments for the 2019 Advisory Board Commissions for formal
presentation at the March 4 City Council meeting.
8. Committee/ City Administrator Updates
The Council discussed possible dates for a summer retreat meeting.
Hellier and Mayor Anderson attended the Municipal Legislative meeting where they discussed
lifting the municipal compensation cap, and more involvement with local government.
Miller announced that Wendy Wulff was reappointed as Lakeville's Metropolitan Council
representative; the Planning Commission held their public hearing on the 2040 Comprehensive
Plan which will be brought forward for formal approval at the March 4 City Council Meeting;
and staff was recently contacted by Representative Bierman to testify at an upcoming
informational hearing to be held on Wednesday, February 27 regarding Ritter Farm Park - staff is
going to provide written testimony on what is included in the City's CIP.
Mayor Anderson discussed the City's response to the Housing First report and indicated there
continues to be a lot of conversation between Mayors/ Administration about how to develop
housing within communities.
