RESOLUTION REPEALING RESOLUTION NO. 18-127
Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution repealing
Resolution No. 18-127, a resolution designating “No Parking” areas on 161st Street.
Overview
In conjunction with the Edison at Spirit preliminary and final plat and PUD development stage
plans for 160 multiple family dwelling units in the Spirit of Brandtjen Farm (SBF) PUD, the City
Council approved a resolution designating “No Parking” on the south side of 161st Street, which
will be constructed by the Edison at Spirit developer (KJPL Lakeville, LLC) to provide public street
access to their apartment project. The “No Parking” resolution was needed because of the narrow
width (32 feet) of 161st Street, which will provide public street access to several multiple family
projects in the SBF PUD to be located between Elmhurst Lane and Eagleview Drive.
Tradition Development representatives have prepared a preliminary site plan, which is attached to
their April 16th letter, that proposes the development of attached row style townhomes with garage
access at the rear of the units, similar to the design of the recently approved SBF 21st Addition
preliminary plat. Some of the row townhomes will face 161st Street and need on-street parking
spaces for delivery truck access and guest parking. Tradition Development will pay KJPL
Lakeville, LLC for the cost to widen 161st Street to include 13 bump-out parking spaces on the
south side. With the wider design of 161st Street to include the bump-out parking spaces, the “No
Parking” resolution is no longer needed. The City Attorney and staff have prepared the resolution
repealing Resolution No. 18-127.

A RESOLUTION REPEALING RESOLUTION
NUMBER 18-127, A RESOLUTION DESIGNATING
“NO PARKING” AREAS ON 161ST STREET
WHEREAS, on October 15, 2018 the City Council adopted Resolution No. 18-127, a
resolution designating “no parking” areas on 161st Street; and
WHEREAS, Resolution No. 18-127 designated “no parking” on the south side of 161st
Street because of its narrow width;
WHEREAS, SBF Development Corp. has prepared plans for the development of row
townhouse units south of 161st Street that will face 161st Street and have garage access from a
private drive at the rear of the building; and
WHEREAS, SBF Development Corp. and KJPL Lakeville, LLC have agreed to widen
161st Street by constructing bump out parking on the south side of 161st Street for deliveries and
visitors of the future row townhouse residents;
NOW, THEREFORE, BE IT RESOLVED by the City of Lakeville, Minnesota that
Resolution No. 18-127, a resolution designating “no parking” areas on 161st Street, is hereby
repealed.
