RESOLUTION NO. 79 - 53
A RESOLUTION STATING THE CITY OF LAKEVILLE'S CONCERN
ON THE PROPOSED AMENDMENTS TO THE HOUSING CHAPTER OF
THE METROPOLITAN GUIDE
WHEREAS, the Metropolitan Council is considering proposed
amendments to the Housing Chapter of the Metropolitann Development
Framework Guide, and
WHEREAS, the Metropolitan Council has solicited public
comment and input from local officials on the proposed amendments,
and
WHEREAS, Lakeville's housing requirements are listed
in the proposed amendments as a free-standing community, and
WHEREAS, the City is in the process of completing the
housing element of its'comprehensive,plan in accordance with the
Mandatory Land Planning Act, and
WHEREAS, Lakeville's housing plan will be reviewed by
the Metropolitan Council for consistency with the Housing Chapter,
and
WHEREAS, City Council and City staff of the City of
Lakeville have reviewed the proposed amendments to the Housing
Chapter.
NOW, THEREFORE, BE IT RESOLVED that the City of Lakeville
takes the following position:
1. The Development Guide should more clearly provide
that fair share requirements for low and modest -income housing
may be satisfied by non -subsidized housing such as mobile homes,
and pre -fab construction. The enabling legislation does not require
that housing needs be met by subsidies and the requirement should
not be read into the law. Requirements should be tied to the afford-
ability of housing, not to how the housing is paid for.
The free enterprises system should not be dismissed out of hand.
2. The "fair share" requirement should be revised to
reflect existing low and moderate housing. The goal of fair
distribution and preventing a concentration of low-cost housing in
an area can only be realized by considering the existing housing
units. Lakeville already has 862 mobile home units and 200+ housing
units funded through the HUD 235 program.
