RESOLUTION

RESOLUTION REQUESTING THE MINNESOTA LEGISLATURE TO REPEAL
MSA SEC. 473.591 AND THEREBY REDUCE TAXES
WHEREAS, the Minnesota Legislature did pass MSA Sec. 473.591 enact-
ing a 2% tax on all beer and liquor sold in On -Sale establishments in the seven
county metropolitan area; and
WHEREAS, the new tax is to support the financial requirements of a
new stadium for sport and other profit making events; and
WHEREAS, the tax represents a subsidy by the general public to assist
the retirement of debt on a facility to be leased and rented to profit making
ventures; and
WHEREAS, the City of Lakeville as an owner -operator of a Municipal
On -Sale Liquor Store had to raise prices to the public to provide the Metro-
politan Sports Facilities Commission with $6,452 through November 30, 1978; and
WHEREAS, the City of Lakeville has opposed the new 2% tax since its
inception; and
WHEREAS, the Metropolitan Sports Facilities Commission can negotiate
leases with prospective tenants and receive contributions from business and
other interested parties to support a stadium.
NOW THEREFORE, BE IT RESOLVED that the City Council of Lakeville,
Minnesota requests the Minnesota Legislature to:
1. Enact a statute to repeal MSA Sec. 473.591 as it pertains to
the 2% tax on beer and liquor effective by July 1, 1979 or
sooner.
2. Enact a statute prohibiting the use of any State funds for
any financial requirements of a new sports stadium for use by
profit making corporations or individuals.
3. The City Council directs the Manager of the Lakeville Liquor
Store to reduce accordingly the prices on liquor and beer
sold On -Sale effective on the date of the repeal of the 2%
tax.
