HomeMy WebLinkAbout78-059CITY OF LAKEVILLE RESOLUTION Date 21 August, 1978 Resolution No. 78-59 Motion by Nelson Seconded by Spande A RESOLUTION STATING THE CITY OF LAKEVILLE'S CONCERN ON THE PROPOSED AMENDMENTS TO THE HOUSING CHAPTER OF THE METROPOLITAN DEVELOP- MENT GUIDE. WHEREAS, the Metropolitan Council is considering proposed amendments to the Housing Chapter of the Metropolitan Development Guide, and WHEREAS, the Metropolitan Council has requested input from local officials in the Metropolitan area on the proposed amendments, and WHEREAS, the City of Lakeville is included in the proposed amendments to the Housing Chapter as a free-standing community, and WHEREAS, the City of Lakeville is required by the Mandatory Land Planning Act to include a housing plan in the city's comprehensive plan, and WHEREAS, each city's housing plan will be compared by the Metropolitan Council with the Metropolitan Housing Guide Chapter for consistency, and WHEREAS, the City Council and City staff of the City of Lakeville have re- viewed the proposed amendments to the Housing Chapter of the Metropolitan Devel- opment Guide. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Lakeville wishes to express its position as follows: 1.) The proposed goals (1,799 units) for full share, low and moderate income mousing, are extravagant for the City of Lakeville. 2.) That the proposed goals for full share, low and moderate income housing (1,799 units) and for full share, new and modest -cost housing units(586 units) are completely out of touch with reality when compared to the Metropolitan Council's projected household allocations 1980 to 1990 of 2,400 units, to the City of Lakeville In the development framework. 3.) The City Council believes that these proposed goals represent a complete distortion of the market place expressed by the choices of the home buyers. 4.) That if the proposed goals for the City of Lakeville are adopted, and the City's housing plan is expected to reflect these goals in the new comprehen- sive plan being prepared, the City would experience a substantial reduction in the character of residential development occuring in the City. 5.) That the City of Lakeville would be presenting a housing plan com- pletely out of line with the anticipated need for housing from 1980 to 1990 in the City of Lakeville. 6.) That the City of Lakeville City Council believes that the problem of providing adequate housing that is affordable to low and moderate income per- sons has yet to be effectively addressed by the Federal and State government, in that local government and the property tax system is relied upon to subsi- dize the cost of certain assistance programs and this places the burden for a portion of the service costs to subsidized units onto the property tax payer. 7.) That the City of Lakeville has not been given due recognition for 20% (876 units) of housing stock being mobile homes in four mobile home parks in the proposed goals for Lakeville. 8.) That the Metropolitan Council should consider the cost benefit to cities of the present federal housing assistance plans and the goals proposed by the Metropolitan Council for subsidized units which do riot pay the full property tax to the few federal grants cities may receive. 9.) The Metropolitan Council should lobby Congress to accomplish full payment of property taxes on subsidized units. ADOPTED by the City Council of the City of Lakeville this 21st day of August, 1978.
