SEWER SYSTE
T
WHEREAS, the City -40i. extegd s4=tttar* sewer service to the Orchard Lake
area to eliminate pollution problemi`and'p'rovidA' sanitary sewer service to existing
development, and
WHEREAS, the trunk system was built with City General Obligation funding
to be repaid by special assessments and future connection charges, and
WHEREAS, the Metropolitan Waste Control Commission has not been able to
provide needed treatment capacity and has required the City to`'lluit connections
to the sewer system, and
WHEREAS, the limitation on connections has resulted in Less development
and less income to the City from connection charges, creating the need to make a
general tax levy to.partially repay bond principal and interest payments, and
WHEREAS, the construction of the original system was cut back to remain
within local funding capabilities, and
WHEREAS, it was necessary to use a long force main to verve the Orchard
Lake area, and
WHEREAS, the design of the existing system has severA,oper.otional
limitations which have resulted in several raw sewage spills and extensive prob-
lems, and
WHEREAS,, the Cita Council directed the Engineer to Imestttgate and
report on a solution to the problmeas, and
WHEREAS, the Engineer's report has been received and provides a re-
commendation for a solution to the problems, and
WHEREAS, the City Council desires to implement the recommended solu-
tion to eliminate further pollution to both Orchard Lake and Marion Lake,odors and
malfunctioning of the system, and
WHEREAS, the City Council does not have financial resources adequate
to meet the costs of the recommended solution.

NOW THEREFORE, BE IT RESOLVED that:
1. The Engineer's recommended solution included the following:
A. An extension of the 27" diameter gravity line described as
the "Base plan".
B. Alteration of the existing 18" force main described in accord-
ance with Alternate No. 1.
C. A subtrunk be extended along the extension of 172nd Street
to the east side of I-35.
Total estimated cost - $1,270,100.
2. That the City Council of the City of Lakeville requests financial
assistance from the State and Federal government.
3. That the City Council requests the support of the Metropolitan
Council, Metropolitan Waste Control Commission, Minnesota Pollu-
tion Control Agency, and our Congressional representatives in
obtaining State and/or Federal financial assistance.
ADOPTED by the Council of the City of Lakeville, County of Dakota,
State of Minnesota, this 20th day of March, 1978.
