HomeMy WebLinkAbout78-0150 CITY OF LAKEVILLE RESOLUTION Date: 21 February, 1978 Resolution No. 78-15 Motion by Curry Seconded by Lekson A RESOLUTION SETTING STATE AID STREET ASSESSMENT POLICY BE IT RESOLVED, that the benefit be determined by the following methods: A. All properties lying within an approximate maximum of one-half mile on either side of a State Aid Collector Street Improvement which do not abutt upon another major thoroughfare shall be assessed as follows: 1. All properties up to and including one acre in size shall be assessed at the unit rate of $100.00. 2. All properties over one acre in size shall be assessed at a rate of $200.00 per acre for all area over one acre. This shall be in addition to A 1 above. 3. Normally platted lots* which abutt upon another major thorough- fare shall not be assessed for the improvements. However, all properties shall be subject to one and only one area type assess- ment for state aid street improvements. This area assessment may be assessed at the City's discretion dependent upon planned improvements. B. All properties which abutt directly upon the state aid street im- provement shall be assessed a frontage benefit rate dependent upon the type of improvement being installed as follows: 1. All residential properties which abutt upon an urban street section shall be assessed at a rate of $13.00 per front foot and upon a rural street section shall be assessed at a rate of $9.00 per front foot. These rates have been established for 1978 and shall be updated annually to account for infla- tionary trends in construction costs. 2. All normally platted* residential properties which abutt upon a state aid street and front upon another platted street shall be assessed for only one-half of the actual frontage on the state aid street and for the full frontage on the interior platted street. 3. All properties which are zoned for commercial or industrial development shall be assessed at a rate 1.5 times the front- age rate given in B 1 for the frontage which abutts a state aid street. C. All properties which abutt directly upon a state aid street improve- ment shall receive a driveway apron access for each existing drive- way directly from the state aid street. A reasonable number of additional driveway aprons will be provided for City approved additional driveways. These driveway aprons will be provided within the rates of paragraph B 1 without additional cost to the property. The cost of any driveway pavement behind the apron installed as part of the project shall be assessed entirely to the property served based upon the actual square footage installed.
