CITY OF LAKEVILLE
DAKOTA COUNTY, MINNESOTA
Resolution Establishing a
Natural Resources Committee
WHEREAS, the City believes that it is desirable to establish
a Natural Resources Committee,
NOW, THEREFORE, BE IT RESOLVED by the City Council of Lakeville:
1. C014MITTEE ESTABLISHED.
There is hereby established a Natural Resources Committee in
the City of Lakeville to advise the City Council on matters pertaining
to the natural resources of the City.
2. PURPOSE AND SCOPE.
The purpose of the Natural Resources Committee is to ensure
that the preservation and use of the natural resources of Lakeville
creates a state of harmony between man and land.
The Natural Resources Committee shall concern itself_ with
Lakeville's natural resources including, but not limited to: water (lakes
and watercourses), wetlands, woodlands, land and landforms, minerals, air,
and such biotic factors as fish', wildlife and vegetation. The Natural
Resources Committee shall be concerned with public health, welfare and
economic function of natural resources in the community of Lakeville and
how natural resources serve people's needs.
3. MEMBERSHIP.
The Natural Resources Committee shall consist of seven members,
all of whom shall be residents of the City of Lakeville, appointed by
the City Council for terms of two years,four of which shall expire in
odd -numbered years and three of which shall expire in even -numbered years.
In making the initial appointments to the Committee, the Council shall
appoint four members for one year terms and three members for two year
terms. The City Council may remove any member of the Committee with or
without cause at any time.

4. DUTIES AND RESPONSIBILITIES.
The duties and responsibilities of the Natural Resources
Committee are as follows:
A. To inventory and evaluate the natural resources
of the City of Lakeville.
B. To advise the City Council on all matters
concerning Natural resources, including, but not limited
to, health issues, and such other matters as the City
Council may direct. General concerns and responsibilities
are outlined as follows:
1. The Land
a. Soils, Topography and Erosion
b. Minerals, Rock, Gravel, and Sand Deposits
C. Preservation of Agricultural Lands
d. Vegetation
- Trees and Woodlands
- Grasslands
2. The Water
a. Ground Water Quality and Supply
b. Surface Water Quality and Supply
- runoff
- sedimentation
- flood water rentention
c. Lakes
- evaluate the Shoreland Zoning Ordinance
- evaluate shoreline erosion
- evaluate water quality
- evaluate surface water zoning
d. Wetlands
e. Rivers, Streams, and Watersheds
3. The Air
a. Air Quality
b. Noise Abatement
4. The People
a. Scenic and Esthetic Attributes
b. Environmental Education
c. Resources of Historical Significance
C. To prepare and periodical evaluate the following:
1. Natural Resources Plan - a comprehensive proposal
for the preservation, conservation and possible
future development of the natural resources of
Lakeville.

2. Natural Resources Guide - a handy reference
manual, for general distribution, outlining
in general terms the significant natural
resources of Lakeville.
3. Natural Resources Reference Record - a compre-
hensive reference library composed of all
minutes, studies, reports, and research performed
by the Committee and a bibliography of published
matter relating to or influencing these studies
and reports.
D. To establish and maintain a natural resources
library.
E. To recommend to the City Council action to be taken
concerning natural resources; such recommendations may
include proposed legislation on a local or state basis
or other action relating to local, county, metropolitan
or statewide natural resources activities.
F. To keep itself advised as to activities of other
municipalities, commissions, boards, regional, state and
federal agencies concerning natural resources; to maintain
effective liaison with these groups; and to advise them
of the activities and concerns of the Natural Resources
Committee.
5. ORGANIZATION.
A. Organizational Meeting. The second meeting in
January of each year shall be an organizational meeting
at which time the members shall elect from among them
a chairman and vice-chairman to serve for a period of one
year.
B. No one shall serve as chairman of the Committee
for two consecutive terms.
C. Chairman. The chairman shall preside over all
meetings and shall prepare agendas for each meeting in
advance. The chairman shall assign specific tasks to
members of the Committee as deemed necessary. The
chairman may, with the consent of the members, establish
subcommittees and appoint members to liaison duties with
other committees and boards.
D. Vice -Chairman. The vice-chairman shall preside
over meetings in the absence of the chairman. The vice-
chairman shall also serve as fieldtrip coordinator.
6. ATTENDANCE AT MEETINGS.
A. Regular Attendance. Regular attendance at meetings
by all members is necessary if the Committee is to effec-
tively discharge its duties and responsibilities. It is
incumbent upon each member to attend regularly. If a
member finds that he or she cannot attend regularly, the
member should, of his/her own volition, either ask for
leave of absence or resign. In the event of continued
unexplained absence by a member, the chairman may, with the
consent of the other members, request that the City Council
terminate the appointment of the absentee member.

B. Absence from Meeting. It shall be the duty of
each member to notify the chairman if the member will be
absent from a meeting by 7:30 p.m. the Plop -day prior to
each meeting. In the event of unforeseeable absence,
the member shall inform the chairman of his or her absence
as soon as possible.
C. Notebook of Minutes. It shall be the duty of
each member to maintain a notebook for keeping his
copies of the minutes of each meeting.
7. MEETINGS.
A. Date and Time. Regular meetings shall be held
at 8:00 p.m. the first and third Tuesdays of each month.
B. Place. Meetings shall be held in. the City
Council Chambers.
C. Quorum. A quorum shall consist of four regularly
appointed members, or in the event of unfilled appoint-
ments, a simple majority of the number of duly appointed
and sworn. members. A quorum shall be necessary to conduct
regular meetings.
D. Conduct of Meetings. Roberts Rules of Order,
Revised, shall govern the conduct of meetings except
where these rules shall conflict. In. the event of con-
flict, these rules shall take precedence.
E. Minutes of the Meeting. A secretary appointed by
the City Council shall keep minutes of each meeting and
distribute minutes of the previous meeting and a copy of
the next agenda to each member prior to the next meeting.
