Seconded by Emond RESOLUTION SETTING'WATER AND SEWER USER RATES 'WHEREAS, the City of Lakeville adopted Resolution No. 76-18 on April 5, 1976 setting sewer rate policy that resulted in high sewer charges to residential users who used large quantities of water on their yards and, WHEREAS, the City Council deems it necessary to set rates that provide the City with revenue from the users sufficient to pay the costs of the sewer system, and, WHEREAS, the City Council also deems it necessary to correct the policy es- tablished by Resolution No. 76-18 on charging residential users; NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve the following rate policy and schedule for users of the sanitary sewer system re- troactive to the second quarter utility bill of 1976, and for subsequent billing periods until changed by the City Council. SEWER RATES SCHEDULE Single family and multiple dwelling units that are individually metered shall be charged a minimum of $9.00 per quarter for up to 10,000 gallons of usage, and shall be charged in the second, third, and fourth quarters at a maximum usage as determined by their f irst quarter usage of water, unless the usage is less than the first quarter. For usage above 10,000 gallons the rate shall be 75(,% per 1,000 gallons. Multiple dwelling units served by a single meter shall be charged for the number of occupied units each quarter at'the time the meter is read. Minimum rate shall be $7.20 for the first 10,000 gallons per unit and 75C per 1,000 gallons above the minimum. * * The sewer charge for each quarter shall be determined by dividing the total gallons of water used by the number of occupied dwelling units. When the average per unit exceeds 10,000 gallons, the minimum of $7.20 for the first 10,000 gallons plus 75,1,1 for each 1,000 gallons above 10,000 shall be charged. A multiple dwelling shall receive a minimum bill for each meter of $7.20 for the first 10,000 gallons and 75,,,� per 1,000 gallons above 10,000. Industrial, Institutional, and Commercial users rate: Ninimum $9.00 for 10,000 gallons 75C per 1,000 gallons over 10,000 based on the metered water usage each quarter. When a separate water system is installed and is limited to uses that cannot enter the sewer system, no charge shall be made for sewer on the water metered for said system. Application shall be made to the Plumbing Inspector and approved by the City Council for a separate water system. Senior citizens and citizens receiving disability pensions shall receive a 30% discount on their utility bill upon signing an affidavit attesting to their receiving these benefits. 4 . WATER RATE SCHEDULE Minimum, $6.00 per quarter for up to 10,000 gallons 45fi for each 1,000 gallons over 10,000 gallons The 5% penalty on the utility bill shall be reinstated on the October, 1976 bills for payment made after 15 days from the billing date.
