HomeMy WebLinkAbout76-28CITY OF LAKEVILLE DAKOTA -COUNTY, MINNESOTA RESOLUTION NO. 76-28 ESTABLISHING A YOUTH ADVISORY BOARD IN THE CITY OF LAKEVILLE. WHEREAS,'there is a demonstrated need for the establishment of a youth advisory board in the City to advise the City Council, the City Police Department and the City staff on juvenile opportunities and juvenile problems. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEVILLE: 1. Establishment of Board. A youth advisory board for the City of Lakeville is hereby established. 2. Membership. The board shall consist of twelve (12) mem- bers. The Police Chief or someone designated by the Police Chief and one member of the City Council, selected by the City Council, shall be ex -officio, non-voting members. 3. Terms, Vacancies, Oaths. Of the members of the board first appointed, four (4) shall be appointed for a one (1) year term, four (4) for a term of two (2) years, and four (4) for a term of three (3) years. Their successors shall be appointed for a term of two (2) years. Both original and successive appointees shall hold their offices until their successors are appointed and qualified. If any member misses three (3) consecutive meetings, the member shall ipso facto be removed from the board and the Council shall appoint a successor to fill the vacancy. The terms of ex -officio members shall correspond to their official tenures. Vacancies during the term shall be filled by the Council for the unexpired portion of the term. Every appointed member shall before entering upon the discharge of his duties take an oath that he will faithfully discharge the duties of his office. All members shall serve without compensation. 4. Officers. The board shall elect a chairperson from among its appointed members for a term of one (1) year; and the board may create and fill such other offices as it may designate. 5. Meetings, Records, Reports. least one (1) regular meeting each month. ti The board shall hold at A majority of the regular members then serving on the board shall constitute a quorum for con- ducting business. The board shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions and findings. The City Clerk or a person designated by the Clerk shall be the board's secretary. On or before January 15 of each year the board shall submit to the City Council a report of its work during the preceding calendar year. Expenditures of the board shall be within amounts appropriated for the purpose by the City Council. 6. Powers and Duties of the Board. The board shall advise the City Council on juvenile problems and juvenile opportunities in the City. The board shall exercise the duties conferred upon it by this resolution and by the City Council. In addition, the board shall: A. When the position of juvenile officer is created, advise the officer on referral and dis- positional programs for juveniles. B. Formulate specific referral agreements be- tween the schools and applicable youth -serving agencies in order to facilitate investigations and dispositions. C. Review follow-up reports on all offenders referred to youth -serving organizations in order to determine effectiveness of treatment. D. Organize and coordinate community resources into effective prevention activities. E. Promote an on-going records system to pro- vide better juvenile records: a. Determine juvenile recidivism rate. b. Identify juvenile crime trends. c. Isolate geographical areas with a high rate of juvenile problems. -2- V I � Adopted this 7th day of June 1976.
