HomeMy WebLinkAbout76-08CITY OF LAKEVILLE RESOLUTION Date: 15 March, 1976 Resolution No. 76-8 Motion by Zaun Seconded by Emond Resolution supporting the Dakota County Government Study recommendations. WHEREAS, Fiscal management in Dakota County is now split between the Auditor and the Treasurer, WHEREAS, Dakota County has no clear policy relating to the budget process, long range planning, purchasing, contracts, bidding, a uniform personnel administration, land use and data processing as it relates to the collection and distribution of real estate taxes, WHEREAS, it is inefficient and costly for the Dakota County Board of Commissioners to make both policy decisions and then to implement them on a day to day basis, WHEREAS, the Dakota County Executive Secretary's duties are deter- mined entirely by the County Board with no statutory authority to adminis- ter policy, WHEREAS, Dakota County cannot become a county of the first class (200,000) to qualify for its rightful share of State and Federal revenues until the next official census in 1980, WHEREAS, Dakota County Commissioner Districts are based upon the outdated 1970 population figure (139,808), resulting in loss of revenues to municipalities and townships and under representation in some districts, NOW, THEREFORE, BE IT RESOLVED that the City of Lakeville endorses the recommendations as set forth by the Dakota County Study Commission under Minn. Statute 375A.01-375.13 to: 1. Consolidate the offices of County Auditor and Treasurer into one elective office. 2. Adopt the At -Large Chairman Plan to provide clear policy leadership. 3. Adopt the County Administrator Plan which by statute clearly defines the administration of policy. 4. Increase the Dakota County Board of Commissioners from five to seven members, the Chairman running at -large and the dis- tricts reapportioned from five to six. ADOPTED this 15th day of March, 1976.
