HomeMy WebLinkAboutItem 06.h Date: Item No. ACCEPT PROPOSAL FROM BOLTON & MENK FOR PROFESSIONAL SERVICES FOR DODD BOULEVARD AND FLAGSTAFF AVENUE INTERSECTION IMPROVEMENTS Proposed Action Staff recommends adoption of the following motion: Move to accept Bolton & Menk’s proposal for professional services on the Dodd Boulevard and Flagstaff Avenue Intersection Improvements, City Project 18-05. Overview The City and Dakota County are partnering to construct intersection improvements at Dodd Boulevard and Flagstaff Avenue to improve intersection operations and alleviate congestion, make safety improvements and provide capacity for increasing traffic levels. Improvements include a single-lane roundabout, trail and sidewalk, watermain replacement and storm water management improvements. The City Council awarded the construction contract to S.M. Hentges & Sons on April 1, 2019. The project begins on June 10, 2019 and should be substantially completed by August 30, 2019. A recent unexpected vacancy in the City’s Construction Services division led City staff to seek consultant services to provide construction observation for this project. Bolton & Menk’s proposal demonstrated the best project understanding, staff experience, availability and overall value needed to effectively deliver the project on-schedule and in a cost-effective manner. Primary Issues to Consider • The City is the lead agency; therefore, the total estimated cost of $66,560 for the construction services (both City and County share) is reflected in this memo. The County will reimburse the City 55% of the costs, consistent with the project’s Joint Powers Agreement. Project Understanding According to our discussions, the City of Lakeville desires a full-time construction inspector to perform construction observation, field measurements, record keeping, and miscellaneous engineering tasks associated with Dodd Boulevard and Flagstaff Intersection Improvement Project. This is a State-Aid project being constructed in partnership with Dakota County. As such, the inspector will be responsible for coordinating and performing State-Aid construction requirements (payroll, materials testing, etc.) It is estimated that the inspector would be utilized for approximately 40 hours per week over the course of 13 weeks for a total of 520 hours. The actual amount of time will depend on the City’s needs. Resident Project Representative We are proposing Brandon Mensing, a Project Engineer with 5 years of construction inspection experience, for this work. Brandon has an extensive municipal and construction background and holds several MnDOT certifications. A complete resume can be provided upon your request. Proposed Fee In accordance with the City of Lakeville’s project requirements, Bolton & Menk proposes to perform the work on an hourly basis. Based on the scope outlined in this letter, the estimated total value of the work would be on the order of $66,560. The actual fee will depend on hours worked. Sincerely, Bolton & Menk, Inc.
