CITY COUNCIL MEETING MINUTES
May 6, 2019
Mayor Anderson called the meeting to order at 7:00 p.m. in the Council Chambers at City
Hall. After a moment of silence, the Pledge of Allegiance to the flag was given.
Members Present: Mayor Anderson, Council Members Volk, Wheeler, Hellier and Lee
Staff Present: Justin Miller, City Administrator; Andrea McDowell-Poehler, City Attorney;
Jeff Long, Police Chief, Paul Oehme, Public Works Director; David Olson, Community &
Economic Development Director; John Hennen, Parks & Recreation Director; Daryl Morey,
Planning Director; Charlene Friedges, City Clerk
3. Citizen Comments: None
4. Additional Agenda Information: Mr. Miller provided a revised cover report and Event
Summary for Item 6g. At the request of City staff, he asked the Council to remove Item 6u
from the consent agenda.
5. Presentations/Introductions
Kurt Weidner, representing Allina Health Systems, presented lifesaver awards to several
Lifetime Fitness employees, members of the Lakeville fire and police departments and two
Allina paramedics. These individuals were recognized for their efforts in reviving a person
suffering from cardiac arrest. The patient, Robert Todorovich, expressed his gratitude to all
who responded.
John Hennen presented the Parks & Recreation Department quarterly report.
6. Consent Agenda
Council members removed Item 6u from the consent agenda.
Motion was made by Hellier, seconded by Wheeler, to approve the following:

b. Minutes of the April 15, 2019 City Council meeting
c. Minutes of the April 22, 2019 special City Council meeting
d. Minutes of the April 22, 2019 City Council work session
e. Resolution No. 19-50 authorizing continued participation in the Dakota County
Community Development Block Grant Program

f. Resolution No. 19-51 adopting recognition pay policy for Lakeville Liquors part-time
employees
g. Authorize Lakeville Brewing Company, Angry Inch Brewing and B-52 Burgers and Brew

h. Contract with Shenehon Company to complete a liquor operations market study
i. Resolution No. 19-52 amending the Lakeville Fire Relief Association By -Laws relating to
pension benefit levels
j. Resolution No. 19-53 approving Internet Expense Reimbursement Policy
k. Agreement with Reisinger Lawn Service for mowing urban residential properties
I. Resolution No. 19-54 repealing Resolution No. 18-127 designating "no parking" areas
on 161 St Street W.
m. Airlake Development Seventh Addition stormwater maintenance agreement
n. Encroachment Agreement with KT Real Estate Holdings, LLC for Kwik Trip, 20187 Dodd
Boulevard
o. Resubmittal of the 2040 Comprehensive Plan to the Metropolitan Council
p. Resolution No. 19-55 approving plans and specifications and setting a bid date for
South Creek at Hamburg Avenue stream restoration project
q. Extension of liquor license premise to include an outdoor patio at Mi Pueblo Mexican
Restaurant, 16060 Cedar Avenue
r. Agreement with Metropolitan Council for volunteer lake monitoring program
