HomeMy WebLinkAboutPRNRC Minutes 05-22 DRAFTCITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES May 22, 2019 Committee Chair Swan called the meeting to order at 6:02 p.m. in the Lake Marion Conference Room. Members Present: Bob Swan, Patty Zuzek, Lindsay Haneman, Nick Thompson, Holly Weberg, Jim Storms, Alternate Tom Goodwin Members Absent: Jeanne Peterson Staff Present: Parks and Recreation Director John Hennen, Recording Secretary Stella Eskelson 1. Approval of May 5, 2019 minutes Motion made by Lindsay Haneman, seconded by Holly Weberg to accept the May 5, 2019 minutes approved as written. Ayes: Unanimous 2. Citizen comments No citizens present. 3. Staff Report The Freedom Rock project is moving forward, the artist will be painting at Aronson Park starting June 6. The completed rock will be unveiled as part of this year’s Pan- O-Prog celebrations. The Annual Taste of Lakeville was hosted at the Arts Center on May 16, this event is the largest fundraiser for the local Rotary Club. The grounds improvements and Art Walk were well received by event goers. Lakeville Liquors in partnership with Lakeville Brewing hosted a launch party for the limited-edition craft beer, Ordinance 1 on May 22. Ordinance 1 will be available for purchase starting May 23 at all Lakeville Liquor stores and on tap at Lakeville Brewing. Proceeds from the sale of this beer will benefit the 2019 Pan-O-Prog fireworks display. Trail fog sealing north of 185th Street and east of County Road 5 has been completed. Staff will be relocating the storage garage that is currently located at Aronson Park to Steve Michaud Park where it will be utilized by the soccer association. Parks, Recreation & Natural Resources Committee Meeting Minutes, May 22, 2019 Page 2 Steve Michaud Park was vandalized over the weekend, there was extensive damage to the men’s restrooms and plumbing. Staff is exploring possible surveillance options with the police department as a result of the ongoing issue at this location. The Annual Volunteer Appreciation Luncheon was hosted at the Heritage Center on May 21. Volunteers at the Heritage Center dedicate 90-95 hours a week assisting with Active Adults programming and activities. Per committee members request, Staff gave an update on the status of Envision Lakeville, the task force reconvened on a number of occasions and the Envision Lakeville-Community Vision Plan 2018 update was completed. Staff will send out the document to committee members. 4. Interstate Logistics Park Second Addition Preliminary and Final Plat This plat consists of a 100,150 square foot office building located south of 217th Street and west of Dodd Boulevard. This is the third lot in the proposed 176 -acre Interstate South Logistics Park development. There will be no impact to wetlands or significant trees on this site. Park Dedication fees will be collected at the time of final plat. Motion made by Patty Zuzek, seconded by Holly Weberg to recommend to City Council approval of the Interstate South Logistics Park Second Addition Preliminary and Final Plat subject to the recommendations as presented by City staff. Ayes: unanimous 5. Other Business – NRPA Comparative Analysis Follow-Up Staff internally discussed how best to share the NRPA Comparative Analysis data with City Council. It is recommended that the data be sent to them in advance of their June City Council Retreat where they will be discussing a Park Bond Referendum along with numerous other topics. Staff presented a draft email that will introduce the document to City Council, the Committee requested the opportunity to recommend changes to said email. In the coming week, committee members will be submitting their additions/edits that they would like included. Committee members also discussed the possibility of attending a future Work Session to have a discussion with City Council on the data. Committee Member Weberg inquired about boat launch repairs at Casperson Park. Repairs will be made over the next couple of years ultimately resulting in a complete tear out. Weberg also suggested working with Gander Mountain on a possible dock sponsorship. Parks, Recreation & Natural Resources Committee Meeting Minutes, May 22, 2019 Page 3 7.
