Subject: Proposed Central Maintenance Facility Expansion
The Central Maintenance Facility (CMF) was built in 2005 with the understanding as the
community grows the facility will need to grow as well. An expansion study was completed in
2016 which identifies the purpose and need for expansion to the CMF at this time.
Some of the highlights of the study include:
• Vehicle Storage Area- Currently all the parking stalls are full and there are seven
dump trucks and 12 pickup trucks that have to park in the drive lanes or outside. As
the City grows, more vehicles will be needed adding to the problem. Parking vehicles
in the drive lanes is a safety concern and an operational inefficiency. Parking vehicles
outside causes maintenance issues and decreases the life expectancy.
• Vehicle Maintenance Area – There is a need for additional vehicle maintenance bays
and vehicle lifts based on current and projected workloads. The welding bay is far too
small for many functions.
• Wash Bay - The current wash bay is can only be used by one truck at a time. Research
has proven that maintaining a fleet is positively impacted by regular and thorough
washing of the vehicles. With only one bay, operators must wait and idle for the bay
to open or park their vehicle and wash it another day.
• Office Area – There is a need for additional office work stations and lunch room
improvements.
• Site Improvements – The current method of stockpiling material is using concrete
barriers or nothing at all. This is not a best management practice and does not
comply with the storm water management plan. Large 8’ to 12’ high bunker walls are
proposed to better manage the material and a storm water environmental manhole is
proposed to capture material before it leaves the site. The bunker walls would also
serve as screening and a noise barrier to the new homes to the south of CMF. The
existing parking lot is too small for current operations or when holding meetings and
should be expanded. It is also too small for a polling/election needs.
The improvements are currently programmed in the Capital Improvement Plan in 2021 for
$8.6 million. It is assumed the proposed parking lot expansion would take place with Dakota
County’s Dodd Blvd./179th Street realignment Improvements.
