ORDINANCE AMENDING
TITLE 5, CHAPTER 1, OF THE LAKEVILLE CITY CODE
Proposed Action
Staff recommends adoption of the following motion: Move to amend Title 5, Chapter 1, of the
Lakeville City Code to repeal requirements for dog licenses.
Overview
Dog licenses have become a frequent topic amongst municipalities and are becoming obsolete.
With the advent of microchip technology, many dogs now have a chip implanted in their body
that can be scanned to identify who the dog belongs to. The Lakeville Police Department has
chip readers for this purpose and uses them to track nearly all dog ownership.
Due to the lack of licenses being used by the Police Department for tracking animals, and
reduced resident compliance, it is prudent to move away from requiring dog licenses and educate
the community on the value of microchipping their pets.

DAKOTA COUNTY, MINNESOTA
AN ORDINANCE AMENDING TITLE 5, CHAPTER 1 OF THE LAKEVILLE CITY
CODE REPEALING REQUIREMENTS FOR DOG LICENSES
THE CITY COUNCIL OF THE CITY OF LAKEVILLE, MINNESOTA ORDAINS:
SECTION 1. The following sections of Title 5, Chapter 1 are hereby repealed in their
entirety:
5-1-2: LICENSE REQUIRED:
5-1-5: VACCINATION REQUIRED, REPORTS OF RABIES:
5-1-6: TRANSFER OF LICENSE:
5-1-7: TAG AND COLLAR:
SECTION 2. Subsections A and B of Section 5-1-3 of the Lakeville City Code are hereby
repealed in their entirety.
SECTION 3. Section 5-1-4 of the Lakeville City Code is amended to read as follows:
Boarding charges, and other fees required by this chapter shall be established by resolution
of the city council.
SECTION 4. Section 5-1-9(A)(3) of the Lakeville City Code is amended to read as
follows:
3. In dog exercise and training areas designated by the city, dogs must be under voice
control when not under close control and must comply with the rules for use of the area.
SECTION 5. Section 5-1-11-1(A) of the Lakeville City Code is amended to read as
follows:
A. Impoundment: Any dog found in violation of this chapter may be taken up by such officers as
the city council shall designate and impounded in the animal shelter and there confined in a humane
manner. If not claimed prior thereto by the owner, it shall thereafter become the property of the city
and as provided in section 5-1-11-5 of this chapter, may be disposed of in a humane manner or
placed in the custody of some other suitable person or institution.
SECTION 6. Section 5-1-11-1(B) of the Lakeville City Code is amended to read as
follows:

B. Notice of Impoundment: Immediately upon the impounding of a dog, the city shall make a
reasonable effort to notify the owner of such dog of such impoundment and the conditions
whereby the owner may regain custody of the dog. Any verbal notices shall immediately be
confirmed in writing.
SECTION 7. Section 5-1-11-1(D) of the Lakeville City Coded is hereby repealed in its
entirety.
SECTION 8. Section 5-1-14(B) of the Lakeville City Code is hereby repealed in its
entirety.
SECTION 9. This ordinance shall be effective immediately upon its passage and
publication.
ADOPTED this 17th day of June 2019 by the City Council of the City of Lakeville,
Minnesota.
