Proposed Action
Staff recommends adoption of the following motion: Move to grant a wine and on-sale 3.2%
malt liquor license to Tran Doan Inc. d.b.a. Mizumi Sushi & Asian Bistro, 17629 Cedar Avenue.
Overview
Tran Doan Inc. has applied for a wine and on-sale 3.2% malt liquor license at Mizumi Sushi &
Asian Bistro located at 17629 Cedar Avenue. The restaurant is located in the Crossroads
development east of Cedar Avenue and south of Dodd Boulevard. The seating capacity of the
restaurant is 32. There is no outdoor patio proposed.
The Police Department conducted a background investigation on the applicant, Andy Tran, and
found nothing of concern. Mr. Tran will be present at Monday’s Council meeting to introduce
himself and answer any questions the Council may have.
Primary Issues to Consider
• Do the applicants meet all requirements for the licenses requested?
• The applicant meets all City and State requirements for a wine and 3.2 beer license.

On May 28, 2019, I was assigned to the liquor license background investigation of the
Mizumi Sushi & Asian Bistro.
The above person(s) were listed on the license application and completed the required
personal information application.
The following automated databases were checked to conduct this background; DVS,
MNCIS, in-house records, and criminal history files.
Conclusion
The background investigation is complete.
Based on state statute and Lakeville ordinance, the applicants meet the qualifications for
a wine and on-sale 3.2% malt liquor license for Mizumi Sushi & Asian Bistro.
