HomeMy WebLinkAbout06-06-19 work session CITY OF LAKEVILLE PLANNING COMMISSION WORK SESSION MINUTES June 6, 2019 Chair Kaluza called the work session to order at 6:30 p.m. Members Present: Chair Pat Kaluza, Karl Drotning, Jason Kelvie, Brooks Lillehei, Jason Swenson, and Jeff Witte Members Absent: Scott Einck, Jenna Majorowicz, and Ex-Officio Mike Lamm Staff Present: Planning Director Daryl Morey, Associate Planner Kris Jenson, and Daniel Licht, TPC 2019 Zoning Ordinance Update, Part 1 Discussion Mr. Licht outlined the topics for discussion with the 2019 Zoning Ordinance Update, Phase 1 as described in detail in the May 29, 2019 TPC memorandum. Planning Commission comments:  The Planning Commission supports the use of “maintenance free” simulated wood products for commercial and residential exterior finish materials. If the wood products are not maintenance free, then they should be allowed via the existing CUP process with a stipulation requiring regular maintenance.  The Planning Commission strongly supports the continued requirement of a storm shelter for slab on grade single family and townhome dwellings. They also support increasing options for where and how an internal safe room could be provided. A question arose about requiring apartment projects to provide signage for the storm shelter location within the building (i.e. underground parking garage).  The Planning Commission supports amending the Zoning Ordinance to establish parking requirements specific to large scale retail uses and to discourage the construction of parking that exceeds requirements to provide opportunity for fully developed commercial areas.  The Planning Commission expressed some reluctance toward eliminating the parking requirement downtown because of the public perception of a parking shortage. The Planning Commission suggested installing identification signage at public parking lots to better communicate availability. Staff will examine the supply and demand downtown prior to bringing this item back to the Planning Commission for further discussion.  Regarding the request by All Saints Church to allow dynamic display signs for churches, the Planning Commission supports an allowance for institutional uses within residential districts subject to a minimum lot size requirement and location of the sign abutting a collector or arterial street to minimize impacts on adjacent Planning Commission Work Session Minutes – May 3, 2018 Page 2 residential properties. They requested direction from the City Council before they make a recommendation on this item. Staff will compile a list of the existing churches and other institutional uses in the City to include the zoning, lot size and street classification for each.  The Planning Commission recommended that both motor fuel facilities and commercial car washes be removed as allowed uses within the C-CBD District because they are not in keeping with the desired character of downtown Lakeville.
