PINNACLE RESERVE AT AVONLEA
Proposed Action
Staff recommends adoption of the following motion: Move to approve Minnesota Department of
Natural Resources License for Utility to Cross Public Waters.
Overview
Development of Pinnacle Reserve at Avonlea involves construction of public utilities (watermain
and sanitary sewer) that cross Middle Creek (a tributary to the Vermillion River), therefore, a
License for Utility to Cross Public Waters from the Minnesota Department of Natural Resources
(MnDNR) is required. The license establishes City project responsibilities.
The license fee was paid by D.R. Horton (Developer).
Primary Issues to Consider
• The license term is 50 years. At the end of the license period, the license can be renewed if
both parties wish to renew.
