HomeMy WebLinkAboutItem 06.f Date: Item No. Local Government Compensation Limit Waiver Request Proposed Action Staff recommends adoption of the following motion: Move to authorize the Human Resources Manager to submit a Local Government Compensation Limit Waiver request for the City Administrator position to Minnesota Management and Budget. Overview In 2018, Springsted, Inc. conducted a job classification and compensation study for the City of Lakeville. The primary purpose of the study was to develop a salary structure that provides for internal equity and ensures competitiveness with other municipalities in the City’s geographic area and attract and retain qualified employees. The City Council adopted the SAFE job classification system and the compensation study recommendation and approved the new 2019 compensation plan. The City Administrator position is classified a pay grade 23 of the adopted Position Classification and Pay Plan. The 2019 salary range for this position is $146,236.10 to $182,382.53. However, the City is limited by the Governor’s salary cap. The compensation limit is $175,621 for 2019. The City Administrator position cannot move further in the approved step range. The City of Lakeville can request a waiver from the commissioner of Minnesota Management and Budget to pay an employee more than 110 percent of the governor’s salary. The Personnel Committee has reviewed the information and is recommending that the Human Resources Manager submit a Local Government compensation limit waiver request to Minnesota Management and Budget. Primary Issues to Consider • Requesting a compensation limit waiver will allow the City to follow its adopted compensation plan to ensure internal equity and retain a valued and respected leader to this organization.
