The following is the Director’s Report for July 2019.
Building Permit Report
The City has issued building permits with a total valuation of $156,192,228 through June. This
compares to a total valuation of $117,293,554 for building permits issued through June of 2018.
The City issued commercial and industrial permits with a total valuation of $26,118,000 through June
compared to permits with a total valuation of $14,406,500 during the same period in 2018.
The City has issued 243 single-family home permits through June with a total valuation of
$75,510,000. This compares to 244 single-family home permits with a total valuation of $76,066,000
during the same period in 2018. The City has also issued 44 townhome permits with a total valuation
of $9,821,000 through June, compared to 33 permits with a total valuation of $7,881,000 during the
same period in 2018.
The City of Lakeville has issued the highest number of residential permits in the Twin Cities through
June followed by Plymouth, Woodbury, Blaine, and Otsego.
Development Update
The following are updates on a number of active commercial, industrial, and multi-family residential
projects:
• Several new business celebrations were held in late June and July, including QA1’s
groundbreaking on June 26, ALDI’s grand opening on June 27, Compeer Financial’s ribbon
cutting and grand opening on July 9, and Kato CBD ribbon cutting on July 12.
• Construction continues on Hampton Inn & Suites (near I-35 and CSAH 70, south of Allina Clinic),
Hy-Vee Fast & Fresh Convenience Store (corner of Cedar Avenue and Glacier Way), QA1
Precision Products new 100,000-square-foot building (west of Dodd Boulevard and south of
217th Street W), and the new Park Nicollet HealthPartners Clinic (at the intersection of 185th
Street and Kenwood Trail).
• Progress is being made on multi-family developments including Spero Senior Housing (55
market-rate senior independent units; located near Lakeville North High School at the
intersection of Dodd Blvd and Indiana Ave) and BeeHive Senior Homes (20 assisted-living and
memory care units, near U.S. Bank on CSAH 50).
• On July 1, the City Council approved the Cedar and Dodd Retail Second Addition final plat. The
property is located east of Cedar Avenue, south of Glacier Way, and west of Dodd Boulevard.
Ryan Companies US, Inc. has proposed construction of a 47,000-square-foot two-story medical
office building on the site. Construction of this project is expected to begin in the spring of
2020.
• Also at the July 1 meeting, the City Council approved a preliminary plat and Planned Unit
Development stage plans for Springs at Lakeville. Continental Properties has proposed to
construct thirteen 20-unit two-story buildings in a gated community (a total of 260 market-
rate units) on 15.5 acres of land located in the northwest quadrant of Cedar Avenue and Dodd
Boulevard. The development would also include attached and detached garages, a clubhouse
with a 24-hour fitness facility and outdoor pool and grilling area, a car wash and care area, and
a pet wash and playground area. Springs at Lakeville’s final plat is anticipated to be reviewed
during the August 5 city council meeting. If approved, grading work at the site is likely to
begin by the end of August after Continental Properties has closed on the land purchase.
Additional Highlights
• The Mayor, City Council, Planning Commission and a few city staff members went on a Multi-
City Bus Tour on July 23 to visit several transit-oriented mixed-use developments in three Twin
Cities suburbs, including Eden Prairie, Maple Grove and St. Louis Park. The Lakeville 2040
Comprehensive Plan (currently under review by the Metropolitan Council) includes a new
zoning land designation for Corridor Mixed-Use (CMU) developments near transit hubs.
Following formal approval of the 2040 Comprehensive Plan, the new CMU District will be
added to the City’s Zoning Map and performance standards will be added to the City’s Zoning
Ordinance.
