Chair Davis called the meeting to order at 6:41 p.m. in the Council Chambers at City Hall.
Present: Commissioners Davis, Anderson, Wheeler, Hellier, LaBeau
Also present: Justin Miller, Executive Director; David Olson, Community & Economic
Development Director; Charlene Friedges, City Clerk

Motion was made by Hellier, seconded by Anderson, to approve minutes of the February 21,
2017 HRA meeting.
Voice vote was taken on the motion. Ayes - unanimous
Item 03
Dan Regan, representing Launch Properties, requested the HRA approve the
establishment of Tax Increment Financing District No. 22 within Airlake
Redevelopment Project No.1 to provide tax increment financing assistance for the
construction of a 286,000 -square foot multi -tenant warehouse building.
Mr. Olson presented the proposed resolution establishing Tax Increment Financing
District No. 22 for the Launch Properties project. He provided a brief overview of the
project, which will be located on 18.87 acres in the new Launch Park First Addition
development located east of Cedar Avenue and south of the proposed new 222nd
Street. Launch Properties has an agreement to lease 150,000 square feet of the
building to Menasha Packaging. The recommended level of tax increment financing
assistance for this project is $1 million. The project is anticipated to be the catalyst for
future projects on adjacent parcels east of Cedar Avenue.
Motion was made by Anderson, seconded by Wheeler, to approve Resolution No. 17-02
approving the establishment of Tax Increment Financing District No. 22 within Airlake
Redevelopment Project No.1 and approving a Tax Increment Financing Plan therefor.
Roll call was taken on the motion. Ayes - Davis, Anderson, Wheeler, Hellier, LaBeau
There being no further business, Chair Davis adjourned the meeting at 6:54 p.m.
