HomeMy WebLinkAboutItem 06.i Date: Item No. RESOLUTION AMENDING RESOLUTION NO. 17-19 Proposed Action Staff recommends adoption of the following motion: Move to approve a resolution amending Resolution No. 17-19, a resolution designating “No Parking” areas on 181st Street, Glacier Way and Glanshaw Avenue. Overview In conjunction with the Avonlea Village Green preliminary and final plat and PUD development stage plans for a 146-unit apartment building located on the north side of 181st Street, east of Cedar Avenue, the City Council approved a resolution designating “No Parking” on the south side of 181st Street, and both sides of Glacier Way and Glanshaw Avenue. One purpose of the “No Parking” resolution was to discourage parking by residents of the apartments on the adjacent local streets. City staff has recently received complaints from single family homeowners south of 181st Street about apartment residents parking adjacent to their homes on the south side of 181st Street. Staff discussed the issue with the owner and manager of the apartment complex, and they have taken steps to discourage their residents from parking on 181st Street. To reinforce those efforts, staff is recommending a resolution amending the original “No Parking” resolution to prohibit parking on the south side of 181st Street from Gladstone Trail to Glacier Way and to allow parking on the east side of Glanshaw Avenue because it is currently a dead-end street that only serves the apartment project. Primary Issues to Consider • Does the Avonlea Village Green apartment meet Zoning Ordinance parking requirements? The Avonlea Village Green Development Stage PUD allowed a reduced parking requirement of two spaces per unit because of its proximity to the adjacent transit facility and because the complex averaged less than two bedrooms per unit. Staff has learned that the apartment owner charges extra for the underground parking spaces, therefore, the apartment residents may be choosing to park on-street during the summer months to avoid the charge. Supporting Information • Resolution amending Resolution No. 17-19 • Map Financial Impact: $ Budgeted: Y☐ N☐ Source: Related Documents: (CIP, ERP, etc.): Envision Lakeville Community Values: Design that Connects the Community Report Completed by: Daryl Morey, Planning Director August 5, 2019 Resolution No. 17-19 CITY OF LAKEVILLE DAKOTA COUNTY, MINNESOTA RESOLUTION NO: A RESOLUTION AMENDING RESOLUTION NUMBER 17-19, A RESOLUTION DESIGNATING “NO PARKING” AREAS ON 181ST STREET, GLACIER WAY, AND GLANSHAW AVENUE WHEREAS, on February 6, 2017 the City Council adopted Resolution No. 17-19, a resolution designating “no parking” areas on 181st Street, Glacier Way, and Glanshaw Avenue; and WHEREAS, Resolution No. 17-19 designated “no parking” on the north side of 181st Street from Cedar Avenue to Glacier Way because it is designated as a minor collector roadway in the City’s Transportation Plan; and WHEREAS, Resolution No. 17-19 designated “no parking” on both sides of Glanshaw Avenue from 181st Street to the north boundary of the Avonlea Village Green plat to discourage potential on-street parking by residents of the Avonlea Village Green apartment complex; and WHEREAS, “no parking” signs have been installed on the north side of 181st Street from Glanshaw Avenue to Glacier Way and on the east side of Glanshaw Avenue from 181st Street to the north boundary of the Avonlea Village Green plat; and WHEREAS, Avonlea Village Green apartment resident parking on the south side of 181st Street between Gladstone Trail and Glacier Way is impacting the single family neighborhood located south of 181st Street. NOW, THEREFORE, BE IT RESOLVED, that Resolution No. 17-19 is hereby amended in its entirety to designate “No Parking” anytime for the following streets: • The north side of 181st Street from Glanshaw Avenue to Glacier Way and the south side of 181st Street from Gladstone Trail to Glacier Way. • The west side of Glanshaw Avenue from 181st Street to the north boundary of the Avonlea Village Green plat. • Both sides of Glacier Way from 181st Street to the north boundary of the Avonlea Village Green plat.
