Consent to Crossroads Community Association CIC Plat
Proposed Action
Staff recommends adoption of the following motion: Move to approve Common Interest
Community (CIC) No. 649 Crossroads Community Association Consent to Platting.
Overview
The original Crossroads Church property is part of the Crossroads PUD approved in 2003 and is
located at Glacier Way and 175th Street. Subsequent Conditional Uses Permits have been approved
for the construction of additional buildings that are connected to the original church building.
These include Christian Heritage Academy which opened a year ago and Four Square Pre-school
and Day Care which received approval from the City in November of 2018 and is expected to start
construction later this year or early next year. Crossroads Church and Christian Heritage
Academy and Four Square Pre-school and Daycare are proposing to create a Common Interest
Community (CIC) also known as a condominium plat for the three separate uses that have been
approved for the property. This will allow for separate ownership of the different uses on the
property.
The City is not required to approve CIC plats under our Subdivision Ordinance, however the
Church and Dakota County are requesting that the City consent to the proposed CIC plat to allow
it to be recorded. It should be noted that the proposed CIC plat identifies a proposed fourth unit
or use on the property in the future.
The development of complimentary uses adjacent to the Crossroads Church was envisioned in the
original Crossroads PUD. Providing for the opportunity for separate ownership of the different
uses or units developed on the property is a reasonable request and is supported by City staff.

CONSENT TO PLATTING
THIS INDENTURE, is made this day of , 2019, by the City of Lakeville,
being a Minnesota city in which land in Dakota County, Minnesota, is situated, as described as
follows, to wit:
Lot 1, Block 2, Crossroads 1st Addition
The undersigned does hereby approve and consent to the making and filing of the plat known as
Common Interest Community No. 649, a Condominium, Crossroads Community Association
with the County Recorder in and for said County of Dakota.
In testimony whereof, City of Lakeville, a Minnesota city, has caused this Document to be
