HomeMy WebLinkAboutHRA Item 3 Date: Item No. HRA Meeting Approve Acquisition of Dakota County CDA Property Proposed Action Staff recommends adoption of the following motion: Move to adopt a resolution approving the acquisition of real property from the Dakota County Community Development Agency. Overview The Dakota County Community Development Agency (CDA) developed the Winsor Plaza Senior Housing Project in Downtown Lakeville in 1994. In addition to the original apartment building constructed on the west side of Howland Avenue, the CDA also constructed an additional parking lot on the east side of Howland Avenue to meet the required parking requirements. A pedestrian connection to Holyoke Avenue that became Pioneer Plaza was also constructed A later expansion of the Winsor Plaza apartment building resulted in more parking being provided adjacent to the building. As a result, in 2012 the CDA conveyed their surplus parking lot on the east side of Howland Avenue to the City HRA to be incorporated into the public parking lot that City constructed in 2012 with CDA grant and TIF funds. The CDA is now proposing to convey the rest of the property they own in this block to the City HRA for $1. The majority of the property is comprised of Pioneer Plaza. The City agreed to maintain this area since it was originally constructed and as such, it would be appropriate for the City to own. The CDA Board approved this conveyance at their meeting on July 23rd. Staff recommends approval of this acquisition. Olson, Community & Economic Development Director September 3, 2019 204428v1 1 HOUSING AND REDEVELOPMENT AUTHORITY IN AND FOR THE CITY OF LAKEVILLE, DAKOTA COUNTY, STATE OF MINNESOTA RESOLUTION APPROVING ACQUISITION OF CERTAIN REAL PROPERTY FROM THE DAKOTA COUNTY COMMUNITY DEVELOPMENT AGENCY WHEREAS, the Dakota County Community Development Agency (“CDA”) is the fee owner of certain real property in the City of Lakeville currently used as a public park (“Pioneer Plaza”) as legally described in exhibit A attached hereto (“Property”); WHEREAS, the CDA acquired the Property together with other surrounding parcels from the City and the Housing and Redevelopment Authority of Lakeville Minnesota (“HRA”) to assist the CDA with meeting minimum parking standards required for the Winsor Plaza Senior Apartments (“Winsor Plaza”) and to ensure pedestrian connectivity from Winsor Plaza to the downtown area; WHEREAS, in 1994, the CDA developed an addition to Winsor Plaza including additional onsite parking spaces that were sufficient to meet the minimum parking standards for Winsor Plaza; WHEREAS, in 2012, the CDA conveyed property abutting the Property to the HRA that was no longer needed by the CDA to meet its parking requirements for Winsor Plaza, but the Property was not included in the conveyance at that time; WHEREAS, the CDA no longer needs the Property for CDA purposes and proposes to convey the Property to the HRA at no cost to the HRA; WHEREAS, the HRA desires to acquire the Property; NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority in and for the City of Lakeville, Minnesota as follows: 1. The acquisition of the Property is approved; 2. Abstract Property Page 1 of 1 DAKOTA COUNTY COMMUNITY DEVELOPMENT AGENCY BOARD OF COMMISSIONERS Meeting Date: July 23, 2019 Resolution No. 19-6155 Motion by Commissioner Slavik Seconded by Commissioner Workman Approve Sale Of Real Property To The City Of Lakeville Housing and Redevelopment Authority WHEREAS, the Dakota County Community Development Agency (CDA) proposes to convey to the Housing and Redevelopment Authority in and for the City of Lakeville, Minnesota (HRA) certain real property currently used as a public park (Pioneer Plaza) generally located on the block east of Howland Avenue, south of 207th Street West, west of Holyoke Avenue and north of 208th Street West (CDA Property) in the City of Lakeville; and WHEREAS, the CDA Property is identified in the Dakota County parcel identifications systems as parcels 22- 02900-82-030, 22-444501-20-45, and 22-4450-12-064; and WHEREAS, the CDA Board of Commissioners has determined the CDA has no public purpose in continued ownership of the CDA Property; and WHEREAS, the HRA will acquire the CDA Property after the CDA Board of Commissioners approves the conveyance of the CDA Property. NOW, THEREFORE, BE IT RESOLVED by the Dakota County Community Development Agency Board of Commissioners, That the Executive Director is authorized and directed to execute and deliver such documents as are necessary or convenient in order to convey the CDA Property to the City of Lakeville HRA.
