Proposed Action
Staff recommends adoption of the following motion: Move to approve Resolution Calling a Public
Hearing Relating to the Imposition of a Service Charge for Special Service District No. 1
Approval of the motion will result in a public hearing on November 4, 2019.
Overview
On July 6, 1998, the City Council approved Ordinance 631 establishing a Special Service District
No. 1. The Special Service District Advisory Board has requested City Council consideration of
levying a special service charge payable in 2020 and approval of a budget for the period of July 1,
2020 to June 30, 2021.
The Special Service District Advisory Board will be adopting the 2020/2021 budget and
recommending the service charge at their October 2019 board meeting.

Primary Issues to Consider
• Purpose of the public hearing
Minnesota Statute 428A.03 requires that a public hearing must be conducted each calendar year with
notices mailed to each business organization subject to the service charge. After the public hearing is
conducted, and the resolution is adopted, the amounts will be certified to the Dakota County
Treasurer/Auditor for collection with taxes payable in 2020.

The Special Service District is subject to Minnesota Statutes 428A and City of Lakeville Ordinance
631.

RESOLUTION CALLING A PUBLIC HEARING RELATING TO THE IMPOSITION OF A
SERVICE CHARGE FOR SPECIAL SERVICE DISTRICT NO. 1
WHEREAS, the Downtown Lakeville Business Association will be adopting a proposed
budget and requesting the imposition of a service charge to be collected with taxes payable
in 2020; and
WHEREAS, Minnesota State Statutes require that a public hearing be conducted each
calendar year with notices mailed to each business organization subject to the service
charge.
NOW, THEREFORE, BE IT RESOLVED by the City Council of Lakeville, Minnesota,
that a public hearing will be conducted at 7:00 pm on Monday, November 4, 2019 relating
to the proposed budget for the Special Service District No. 1 and imposing a service charge
thereon.
ADOPTED by the Lakeville City Council this 7th day of October 2019
