HomeMy WebLinkAboutItem 06.j Date: October 7, 2019 Item No. REJECTION OF BIDS FOR THE REHABILITATION OF WELLS 8, 11, AND 12 Proposed Action Staff recommends adoption of the following motion: Move to reject bids for the rehabilitation of Wells 8, 11, and 12. Overview As part of ongoing preventive maintenance activities, the Utilities Division schedules its water production wells for rehabilitation on a recurring basis. The division schedules submersible wells on a 10-year rotation and vertical turbine wells on an 8-year rotation. The long drive shaft and potential for bending and wear of the shaft and supports are the reason behind the more frequent scheduling of vertical turbine wells. Well rehabilitations involve pulling the pump, motor, and drive shaft, removing several hundred feet of down hole piping, evaluating the motor and pump for efficient operation, and removing any sand from the bottom of the well. The City opened bids for the project on September 20. Four contractors responded to the request for bids with bid totals ranging from $236,463.00 to $284,365.00. Each of the contractors complied with the specifications, however bid totals exceeded the budgeted amount by a minimum of $56,000. Based on historical costs, the approved budget for this project was $180,000. Maintaining efficiently operating production wells is important to the overall efficiency of the water distribution system. Staff is exploring alternatives to complete the most needed well rehabilitation work within the available funding. Primary Issues to Consider • Why did costs exceed budget? In reviewing the bid responses and comparing them with past work, several areas stood out, cost for piping, cost for pump and motor repairs, and mobilization costs for removing sand were all higher than expected. Staff will review the scope of work prior to rebidding the project. Supporting Information • A copy of the bid tabulation is attached.
