Professional Services Agreement for Electrical Inspection Services
Proposed Action
Staff recommends adoption of the following motion: Move to approve a professional services
agreement for electrical inspections with 5 Star Inspections, Inc.
Overview
The City has had an agreement with Brian Grey to do electrical inspections since May of 2013. The
current agreement has an automatic renewal provision unless one party gives a 30 day notice not
to extend the agreement. Mr. Grey has created a corporation for his inspection business called 5
Star Inspections Inc. The incorporation of Mr. Grey’s business and his recent request to use a
subcontractor for some inspections in Lakeville has resulted in the need to enter into a new
agreement.
The City Attorney has prepared a new professional services agreement that addresses the fact that
Mr. Grey has incorporated and will also be utilizing a sub-contractor. Any subcontractors will
require City approval. The proposed new agreement also includes updated insurance
requirements. The proposed new agreement provides for the same level of compensation which
will remain at 80% of every electrical permit fee after the permitted work has been completed and
inspected. The proposed agreement has the same automatic annual renewal. However, the City
can terminate this contract at anytime subject to providing a written notice.
Mr. Grey has provided quality electrical inspection services to the City for over six years. It is staff’s
recommendation to approve a new Professional Services Agreement for Electrical Inspections with
5 Star Inspections Inc.

• Will this new agreement result in continued quality electrical inspections? Staff is of the
opinion that it will.
