APPROVE SUPPLEMENTAL AGREEMENT WITH WSB TO PROVIDE TOPOGRPAHIC
SURVEY AND PRELIMINARY DESIGN SERVICES FOR 190th and 215th STREET,

Proposed Action
Staff recommends adoption of the following motion: Move to approve Supplemental Agreement
with WSB to provide topographic survey and preliminary design services for 190th Street and
215th Street, 2020 Miscellaneous, Project 20-01
Overview
As part of the miscellaneous street project for 2020 staff is considering making improvements to
190th and 215th Street gravel roads. This past winter and early spring these roads experienced
severe frost boils and rutting. The roadway drainage is poor and the ditches have filling in with
sediment over the years. Neither one of these streets are programmed for paving or development
in the near future. The plan is to reconstruct some of gravel section, replace it with a thicker
gravel section, reestablish a ditch section and place new gravel over the street. For this work to
take place survey data must be collected to generate a grading plan.
Staff has used WSB for other survey and preliminary design work. There work has been
acceptable. WSB’s proposal identifies the scope of services and estimated cost to complete survey
work and preliminary engineering.
Primary Issues to Consider
• Is this work necessary? In order to generate a plan for a design to make improvements to
190th and 215th Streets survey work is necessary.
• The preliminary engineering work will assist City staff in evaluating roadway improvement
options and used to develop final plans.

RE: Supplemental Agreement to Provide Professional Engineering
Services, Topographic Survey, and Preliminary Design for
the 190th Street West Ditch Grading Project and the 215th Street
West Ditch Grading Project
Dear Mr. Barnard:
On behalf of WSB we are pleased to submit this Supplemental Agreement to provide engineering
services to the City. Specifically, our services will include topographic survey and preliminary
design, including draft plans and an opinion of probable cost for both the 190th Street West
Ditch Grading Project and the 215th Street West Ditch Grading Project.
PROJECT UNDERSTANING
The 190th Street West Ditch Grading Project is located on 190th Street West between Cedar Avenue
and Highview Avenue. This segment of 190th Street West is approximately 1.06 miles and is
designated as a major collector. The roadway consists of a rural section with aggregate surfacing
and drainage ditches on both sides. The existing drainage ditches and driveway culverts are not
adequately conveying surface drainage from the roadway.
The 215th Street West Ditch Grading Project is located on 215th Street West between Kenrick
Avenue and CSAH 70. This segment of 215th Street West is approximately 0.79 miles and is
designated as a minor collector. The roadway consists of a rural section with aggregate surfacing
and drainage ditches within portions of the project corridor. The existing drainage ditches and
driveway culverts are not adequately conveying surface drainage from the roadway.
The scope of improvements is very similar for both projects. Proposed improvements include
excavating excess material within the existing drainage ditches and re-grading the ditches to a
typical slope and width. The desired ditch cross section consists of a 1:4 slope along the roadway
embankment, a maximum 3-foot ditch bottom, and a 1:3 slope to tie-in to existing grades. There
are a number of driveways serving properties adjacent to the roadways that have existing culverts.
The scope of improvements includes evaluating these culverts and replacing or adding culverts as
necessary to accommodate drainage.
PROJECT APPROACH/SCOPE OF SERVICES
WSB’s project scope and proposed tasks are based on our und erstanding of the project, and we
propose the following scope of services:

Topographic Survey
Task 1 – 190th Street West
Task 3 – 215th Street West
WSB will complete the topographic survey for the areas identified as the 190th Street West
Ditch Grading Project and the 215th Street West Ditch Grading Project. Both roadways
currently exist as rural roadways with prescriptive rights to maintain the roadway measuring
66’ in width. Initially, survey controls will be set up for the project areas followed
immediately by the topographic survey of the existing conditions within the extents of
prescriptive rights. Driveways, mailboxes, culverts, and private utilities will also be
surveyed.
It is also proposed to complete the Gopher State One Call locate request for markings and
maps as a part of the topographic survey work.
Preliminary Design
Task 2 - 190th Street West
Task 4 – 215th Street West
WSB will provide preliminary design services for both the 190th Street West Ditch Grading
Project and the 215th Street West Ditch Grading Project which will include:
• Prepare two separate draft project plans for the proposed ditch excavation and grading
and culvert replacement work. The plans will include the following draft plans:
o Title sheet
o Proposed roadway and ditch typical section, plan and profile of the roadway
centerline, and cross sections every 50-feet
o Plan and profile of culvert types, sizes, locations, and elevations
o Grading and construction limits for use by the City to obtain any necessary
easements
o Erosion control, SWPPP, and restoration plans
o Cross-sections for the corridor
• Prepare an Engineer’s Opinion of Probable Cost for both projects
• Perform quality control reviews regularly throughout the duration of the design
• Attend project meetings with City staff and design team (WSB staff) members as
necessary
• Coordination of design with CSAH 70 widening project as needed
• For 215th Street only, WSB will also include roadway profile changes to better facilitate
drainage within the project corridor. Our proposal assumes only one iteration of roadway
profile changes will be required based on direction we receive for a typical ditch section
standard for this corridor.
Deliverables – 190th Street West and 215th Street West
• 60% Draft Plan Submittal: Draft plan set for review and comment
• 100% Draft Plan Submittal: Draft plan set as described above, including engineer’s
opinion of probable cost

Final Design, Bidding, Construction Staking, and Administration
This proposal for professional services for the both the 190th Street West Ditch Grading Project
and the 215th Street West Ditch Grading Project does not include services pertaining to final
design, specification preparation, bidding assistance, construction staking, or construction
observation. WSB is able to provide a separate proposal to complete that work should the
projects go forward.
Work Performed by the City of Lakeville
It is our understanding that the City may pave theses segments of 190th Street West and 215th
Street with a future improvement project and that the City will perform and coordinate all planning
and design, including geotechnical work under said project.
It is also our understanding that the City of Lakeville will obtain all right -of-entries or temporary
easements necessary to construct the improvements based on the construction limits provided in
the draft plans. Any permanent roadway easement acquisition needs will also be obtained by the
City of Lakeville. Should the City require legal descriptions f or easements, temporary or
permanent, WSB can provide a separate proposal to complete that work.
Our scope of services does not include organizing and hosting a utility coordination meeting for the
work. It is our understanding that the City will orchestrate this meeting with the preliminary plans.
Schedule
Based on our discussions with City Staff, we are proposing the following schedule for the 190th
Street West Ditch Grading Project and the 215th Street West Ditch Grading Project.
• October 21, 2019 - Approve professional services agreement with WSB
• Late October, 2019 – Topographic survey of the project area
• Late October thru Late November – Complete preliminary design including draft project
plans and engineer’s opinion of probable cost
PROPOSED FEE
WSB will provide the services as outlined in Project Approach/Scope of Services. Our budget was
developed based on our understanding of the scope and experience with similar ditch grading
projects. Proposed fees for topographic survey and preliminary design are an hourly not to exceed
basis as follows:
190th Street West (Tasks 1 & 2) $22,350
215th Street West (Tasks 3 & 4) $24,186
Total $46,536
