The emergency plan has two main areas; basic plan and annexes. Each is listed below with bullet points where needed. Basic Plan I. Reason for Plan II. Purpose of Plan  Maximize the protection of life and property  Ensure the continuity of government  Sustain survivors  Repair essential facilities and utilities III. Legal Basis and References IV. Organization V. Direction and Control  The City Emergency Management Director (EMD) will serve in a staff capacity to the City Administrator and will coordinate all aspects of this plan. VI. Emergency Responsibility Assignments VII. Operations Policies  Protection of life and property during an emergency is the primary responsibility of government at all levels. VIII. Support A. National Guard  It is the responsibility of the Emergency Management Director to contact the Sheriff. B. State and Federal Agencies  State or Federal support may be obtained by contacting the County Emergency Director. IX. Direction and Control  Type 1 thru 3 would be activation of EOC. Incident is overwhelming our resources.  Type 4 & 5 – incidents that occur daily D. Emergency Declaration Resolution  Factors to consider when declaring a local state of emergency:  Scope and magnitude of the event  Impact of the damage and losses  The ability of the local jurisdiction to respond  Once a declaration is in place, it allows the following actions to be taken:  Mobilization of resources  Activation of Emergency Operations Plans  Implementation of protective actions including evacuations, emergency shelters, shelter-in-place orders, emergency alerts, and warnings  Initiation of mutual aid agreements  Suspension of statutes –Authorization of emergency funds So, what is your role as an elected official? 1. Report to the EOC to receive updates of the incident. 2. Provide support to city staff in any policy decisions that may need to be made. 3. Provide input for any press releases and potentially speak at the press conference.
