RESOLUTION ORDERING IMPROVEMENTS AND PREPARATION OF PLANS
FOR THE 2020 STREET RECONSTRUCTION PROJECT
Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution ordering the
improvements and authorizing the preparation of plans and specifications for the 2020 Street
Reconstruction Project, City Project 20-02.
Overview
The City Council received a Feasibility Report for the 2020 Street Reconstruction Project and
scheduled a public hearing for November 18, 2019 at its October 21, 2019 meeting.
WSB will share a brief presentation prior to the public hearing providing a project summary,
estimated project cost, description of the proposed assessment area, estimate of the amount to be
assessed and explanation of the City’s Assessment Policy. Following the public hearing, if the City
Council elects to proceed with the project, a 4/5th vote of the City Council is required to adopt a
resolution ordering the improvements.
Primary Issues to Consider
• Notice of the public hearing was published November 1, 2019 and November 8, 2019 in the
official newspaper and mailed to property owners in the proposed assessment area on
October 31, 2019, pursuant to the requirements of Minnesota Statues, Chapter 429 for local
improvements.

RESOLUTION ORDERING THE IMPROVEMENTS AND AUTHORIZING
THE PREPARATION OF PLANS AND SPECIFICATIONS
FOR THE 2020 STREET RECONSTRUCTION PROJECT
WHEREAS, on October 21, 2019, the City Council fixed a date for the public hearing on
the 2020 Street Reconstruction Project. The project will include portions of Orchard Lake; Rock
Island Townhomes; Kingsley Shores Senior Living; Klamath Glen; Swan Addition; Lau Addition;
Sea Grit; Orchard Lake Hills; Hrkals Addition; Weisners Lake Addition; Lakeview Gardens;
Liberty Heights; Goose Lake First Addition; Orchard Hills 1st Addition; Truehart Addition;
Beachside; Orchard Oaks; Lyndale Lakes Club 1st Addition; Lyndale Lakes Club 2nd Addition;
Bracketts Townhomes; Club Park Addition No. 1; Ken Con Estates First Addition; Orchard Lake
Estates 1st Addition; Orchard Lake Estates 2nd Addition; Arland Park; Bracketts Townhomes;
Bracketts Crossing; Bracketts Crossing Third Addition; Bracketts Estates; Simonsen 1st Addition;

Kenwood Trail/CSAH 5 and 168th Street, City Project 20-02; and
WHEREAS, the required published notices of hearing through a weekly publication were
given, the required mailed notice of the improvement hearing was given to each property owner
in the proposed assessment area at least ten days prior to the hearing, and the hearing was held on
November 18, 2019, at which time all persons desiring to be heard were given an opportunity to
be heard.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lakeville:
1. The 2020 Street Reconstruction Project is hereby ordered as identified in the Feasibility
Report for City Project 20-02, dated October 21, 2019.
2. The City expects to issue bonds for the project costs.
3. The estimated project costs are $12,388,370 and anticipated funding sources are listed
below. City staff is hereby authorized to make the appropriate transfers between funds with
respect to the non-debt project funding sources up to 10% above the estimated costs.
Funding transfers may include loans between funds to cover engineering and other costs
incurred on the project in advance of receiving bond proceeds.

***Storm Water Infrastructure Fund costs of $105,000 were anticipated in the City’s 5-year
Capital Improvement Plan (2020-2024) as part of the 2020 Street Reconstruction Project. The
City plans to incur storm water infrastructure costs, though these will be identified in later
design stages of the project and are not included in the feasibility study.
4. WSB is hereby authorized to prepare plans and specifications for the making of such
improvements.
