CITY COUNCIL MEETING MINUTES
November 4, 2019
Mayor Anderson called the meeting to order at 7:00 p.m. in the Council Chambers at City
Hall. After a moment of silence, the Pledge of Allegiance to the flag was given.
Members Present: Mayor Anderson, Council Members Volk, Wheeler, Hellier and Lee
Staff Present: Justin Miller, City Administrator; Andrea McDowell Poehler, City Attorney;
Jeff Long, Police Chief, Paul Oehme, Public Works Director; Jerilyn Erickson, Finance
Director; John Hennen, Parks & Recreation Director; Daryl Morey, Planning Director;
Charlene Friedges, City Clerk

5. Presentations/Introductions:
City Administrator Miller presented an appreciation plaque to Arenas Manager Shayne
Ratcliff in recognition of his dedicated service to the City of Lakeville. Mr. Ratcliff has
accepted a position with the City of West Des Moines. Jim Tabaka and Mark Anderson,
representing VFW Post 210, and Robert Erickson, representing School District 194,
presented tokens of appreciation to Mr. Ratcliff and his wife.
John Hennen presented the Parks & Recreation quarterly report.
6. Consent Agenda
Motion was made by Lee, seconded by Hellier, to approve the following:
a. Check register review
b. Minutes of the October 21, 2019 City Council meeting
c. Agreement with BKJ Excavating for Kenyon Avenue infiltration basin rehabilitation and
Resolution No. 19-136 authorizing funding and amending the 2019 budget
d. Agreement with the cities of Apple Valley, Burnsville and Eagan for recycling services
e. Joint Powers Agreement with Dakota County for traffic control signal at Dodd
Boulevard and Glacier Way
f. Resolution No. 19-137 authorizing the purchase of an inspection vehicle and amending
the 2019 budget
g. Resolution No. 19-138 accepting donations to the Parks & Recreation Department

h. Agreement with Friedges Landscaping, Inc. for Antlers Park retaining wall project
i. Receive the Cedar Hills Environmental Assessment Worksheet and authorize
distribution
j. Consent to Amended and Restated Declaration of Somerset
k. Agreement with Life Development Resources, P.A. for coordinated mental health
services response

Voice vote was taken on the motion. Ayes - unanimous
7. Downtown Special Service District
Mayor Anderson opened the public hearing on the imposition of a service charge in the
downtown special service district. Finance Director Erickson explained that because the
district had sufficient funds over the past few years, the levy was reduced to $13,000 in
2018 and to zero in 2019. The Downtown Lakeville Business Association is again
recommending no levy for taxes payable 2020.
The mayor and council members discussed the need to come up with a long-term solution
for funding the activities that are currently taking place downtown as the special service
district funds continue to deplete.
There were no public questions or comments.
Motion was made by Hellier, seconded by Volk, to close the public hearing.
Voice vote was taken on the motion. Ayes - unanimous
Motion was made by Hellier, seconded by Lee, to approve Resolution No. 19-139 adopting
a service charge for Special Service District No.1 for taxes payable 2020.
Roll call was taken on the motion. Ayes - Volk, Anderson, Wheeler, Hellier, Lee
