RE: Lakeville EDC Strategic Planning Session-November 26
Date: November 20, 2019
At the second strategic planning session on Tuesday, November 26th, the EDC’s focus will be
developing a detailed roadmap for each of the strategic priorities identified at the first session in
October. Those priorities were:
• Business Retention, Expansion & Diversification
• Maximize and Market our Competitive Edge
• Housing to Support Economic Goals
• Workforce Availability & Utilization
• Transportation
For each priority, the EDC will identify: (1) a set of Desired Outcomes (the most important things that
need to happen); (2) Key Outcome Indicators (what you will track, count, or monitor); and (3)
Performance Targets (how you will measure success).
The first four priorities are a continuation of the priorities from the 2017-2019 plan. A summary of that
plan is included on the following page as reference. One additional consideration for the EDC should
is its responsibility under the Envision Lakeville plan. In the 2018 Envision Lakeville update, the EDC is
responsible party for the “Increase Economic Sustainability” Priority--described below:
Strategic Priority: Increase Economic Sustainability
Suggested Owner: Lakeville Economic Development Commission
Subject Matter Expert Support: Dakota County Community Development Agency, Chamber of
Commerce, Convention & Visitors Bureau
City Liaison: Community and Economic Development Director
Suggested Initiatives/Issues: Need for a trained workforce, including schools and technical training;
Need for workforce housing; Need for transportation, particularly for workers
Commissioners should reflect on the successes of the past three years along with the trends,
challenges and Envision Lakeville update presented at the October session. As a reminder--the
priorities above emerged from the following issues & challenges identified by the EDC in October:
• Labor & Workforce
• Housing
• Transportation --aligned w/ workforce
• Maximizing partnerships
• Communicating strengths
• Marketing
• Business diversification
• Diversity/Inclusion
