Chair Scherer called the work session to order at 1:00 p.m. in the Water Treatment Facility conference room. Members Present: Comms. Collman, Emond, Dautel, Gillen, Matasosky, Scherer, Seiler, Starfield, Stone Ex-officio members: Mayor Anderson, City Administrator Miller, Chamber President Jech Members Absent: Comm. Smith Others Present: David Olson, Community & Economic Development Director; Kati Bachmayer, Economic Development Specialist; Craig Rapp and Heather Johnston, Craig Rapp Consulting Mr. Rapp began the work session by describing the strategic planning process and setting outcome expectations for the October 29 EDC work session. 2. Presentation by City Staff on Status of Desired Outcomes of 2017-2019 Strategic Plan for Economic Development and Review of Current Demographic Information Mr. Olson presented information outlining the accomplishments that have taken place regarding the 2017-2019 Economic Development Strategic Plan and then discussed Lakeville’s demographic information and its relevancy on the new strategic plan initiatives. Following that presentation, Mr. Rapp reviewed the Envision Lakeville report, 2018 update and the EDC’s ownership of the Envision Lakeville Strategic Priority “Increase Economic Sustainability.” 3. Discussion of Strategic Priorities for 2020 – 2024 Strategic Plan for Economic Development facilitated by Craig Rapp with Rapp Consulting Group Attendees were broken into four small groups to discuss the results of the SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis. Repeated themes in each category were shared with the large group and discussed. Following that exercise, attendees were separated into two groups to determine overlapping themes and recommendations for future Economic Development Strategic Priorities. At the end of the work session, the EDC members agreed on the following Strategic Priorities: 1. Business Retention, Expansion and Diversification; 2. Maximize and Market Our Competitive Edge; 3. Housing to Support Economic Goals; 4. Workforce Availability and Utilization; 5. Transportation.
