HomeMy WebLinkAboutItem 06.l Date: Item No. Position Classification and Pay Plan Proposed Action Staff recommends adoption of the following motion: Move to approve the Resolution Granting Approval of Position Classification and Pay Plan. Overview The City Council adopted the SAFE® job classification system and approved a new pay plan for 2019. Regular non-union employees have been transitioning to the new pay plan throughout 2019. As of December 31, 2019, all regular non-union employees will have transitioned to the new pay plan. The 2020 salaries for regular non-union employees are proposed to increase by 3% effective January 1, 2020. The Personnel Committee has received the information and are recommending approval of the 2020 pay plan. Proposed pay rate increases are included in the 2020 budget. This is also in line with current Teamsters and LELS Lieutenants labor contracts. Primary Issues to Consider • What changes are proposed? However, the position wasn’t included on the 2019 Position Classification and Pay Plan. .5 FTE in 2019. This position is currently funded by a Grant. Grade 01 Grade 02 Grade 02, Step 2 Correction Grade 2019 Grade 2, Step 2 was calculated incorrectly. It was calculated based on $42,329.37. It should have been calculated based on $43,329.37. Correct 2019 Step 2 amount is $44,629.25. Grade 02 2020 Changes and Additions Community and Economic Development Department Position Change: Grade Economic Development Coordinator Title Change from Economic Development Specialist. Reclassified from Grade 8 to Grade 10 – effective 1/1/2020 This is included as part of the 2020 budget process. Grade 10 CITY OF LAKEVILLE RESOLUTION NO. RESOLUTION GRANTING APPROVAL OF POSITION CLASSIFICATION AND PAY PLAN WHEREAS, the City Council has adopted pay plans from time to time to provide for the compensation of employees in various positions; and WHEREAS, the pay plan should be adjusted from time to time in consideration of the changes in the cost of living as measured by the U.S. Department of Labor, market conditions, and position evaluations. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville, Minnesota: 1. The attached pay plan is hereby adopted for the positions listed and will be effective January 1, 2020. 2. The following policy shall be used to administer this pay plan. A. Employee Progression A-1. Employees hired will start employment at the start step unless credit is given for prior relevant work experience. A-2. Employees will be evaluated by their immediate supervisor on their employment anniversary date. An evaluation that results in a satisfactory performance report will entitle the employee to progress to the next step in their position grade. A less than satisfactory performance will result in the employee being frozen in their position step until their performance improves to satisfactory. A-3. Employees progress through the steps on an annual basis until they reach Step 7. Step 7 is highest step level of each grade. A-4. Part-time employees may advance to the next eligible step upon completion of 2080 hours worked. B. Pay Plan Adjustments Based on Consideration of Market Conditions and Cost of Living Changes B-1. The pay plan includes a 3% cost-of-living adjust for non-union employees effective January 1, 2020. B-2. Compensation surveys will be completed regularly to ensure that wages for non-union positions are comparable to those of other similarly situated cities.
