HomeMy WebLinkAbout12-02-19CITY OF LAKEVILLE CITY COUNCIL MEETING MINUTES December 2, 2019 Mayor Anderson called the meeting to order at 7:00 p.m. in the Council Chambers at City Hall. After a moment of silence, the Pledge of Allegiance to the flag was given. Members Present: Mayor Anderson, Council Members Wheeler, Hellier and Lee Absent: Council Member Volk Staff Present: Justin Miller, City Administrator; Andrea McDowell Poehler, City Attorney; Jeff Long, Police Chief, Paul Oehme, Public Works Director; David Olson, Community & Economic Development Director; Jerilyn Erickson, Finance Director; John Hennen, Parks & Recreation Director; Charlene Friedges, City Clerk 3. Citizen Comments: Chris Erickson, 18971 Inlet Road, spoke on behalf of Lakeville Friends of the Environment to encourage and support the City in its efforts to pursue the Green Step Cities accreditation. Mr. Miller provided an update on the City's progress to date. Gary Bungert, 9657 173,4 Street W., addressed the City Council regarding the City's winter parking ordinance and issuance of parking tickets when there is no snow on the streets. 4. Additional Agenda Information: Mr. Miller provided corrected pages for Item 6t, Labor Agreement with Teamsters Local No. 320. 5. Presentations/Introductions: None 6. Consent Agenda Motion was made by Hellier, seconded by Wheeler, to approve the following: a. Check register review b. Minutes of the November 18, 2019 City Council meeting c. Lakeville Water Supply Plan d. Fee Schedule Ordinance and Resolution Finance Director Jerilyn Erickson provided a brief overview of the proposed changes to the City's fee schedules as discussed by the City Council at recent work sessions. Roll call was taken on the motion. Ayes - Anderson, Wheeler, Hellier, Lee Motion was made by Wheeler, seconded by Lee, to approve Ordinance No. 1021 adopting fees and a summary ordinance for publication; and approve Resolution No. 19-154 adopting the 2020 schedule of fees. Roll call was taken on the motion. Ayes -Wheeler, Hellier, Lee, Anderson S. 2020 Tax Levy and Budget Ms. Erickson presented the proposed 2020 budget and tax levy. The tax levy provides funding for operations, capital, maintenance and debt service. The 2020 tax levy represents a 6.95% increase over 2019. About 23% of the levy goes toward debt service. Community growth from new construction is about $235 million and generates $917,000 in property taxes. She pointed out that the City's tax capacity rate continues to decline. The (annual) tax impact on a median valued home would be about $60 (increase); and commercial property valued at $1 million would see a $56 increase. Ms. Erickson stated staff recommends the use of general fund reserves totaling $749,675 for one-time expenditures in the equipment and building funds, building inspections, elections, ordinance updates and civil defense siren relocation. The 2020 budget includes two new police officers and a street maintenance, building inspector and GIS technician position. The Liquor Fund supports about $1.4 million of the City's tax levy. With respect to the City's long-term debt load, Ms. Erickson stated the City issues debt for street reconstruction projects and fire trucks. She explained how the issuance of debt is being managed to address concerns and reduce the long-term debt. Rob Liebl,17566 Hyacinth Way, asked how the City determines the need for additional police officers. Mr. Miller stated the factors taken into consideration include population, the current officer workload and the department's ability to provide service at the level expected by the community. Gary Bungert, 9657 173rd Street W., asked how the tax levy increase would be calculated if new construction was not a factor. Ms. Erickson and Mayor Anderson responded that new construction produced $917,000 of the $2,082,110 increase in the total tax levy.
