Subject: Park Referendum Discussion
BACKGROUND
In 2018 and in early 2019, the Parks, Recreation and Natural Resources Committee (PRNRC) and
City Council discussed options for a potential Park Bond Referendum. Park improvement
projects and estimated costs of the referendum were planned to include:
• Indoor turf facility/dome adjacent to Hasse Arena ($5,000,000)
• Expansion to Antlers Park ($7,500,000)
• Development of a new community park/ballfields adjacent to the Avonlea
neighborhood ($11,900,000)
• Improvements to East Community Park ($2,000,000)
• Renovations and improvements at Ames and Hasse ice arenas ($6,900,000)
In February of 2019, a proposal was received from a private firm to privately construct and
operate the proposed indoor turf facility/dome. At that time, the direction was leading to the
dome being constructed on ISD 194 property, not adjacent to Hasse Arena as was preliminary
planned.
In light of that development, the City Council decided to not hold a Park Bond Referendum in
May of 2019 and would continue to discuss the components and timing of a future Park Bond
Referendum at another date.
On November 5, 2019 voters approved an ISD 194 Operating Levy and Bond Referendum which
included the construction of a dome ready artificial turf practice field to be installed at both
Lakeville North and Lakeville South High Schools.
PARK BOND REFERENDUM
At the January 7, 2019 City Council Work Session, the Mayor and City Council reviewed
Springsted, Incorporated Parks Survey Results which was completed to determine what
residents would be willing to pay annually towards park improvement projects (which included

a dome) with the idea of holding a special Park Bond Referendum. As previously noted in the
memo, five major park improvement projects were part of the survey with estimated costs of
$33,675,000. By eliminating the $5-million dome construction project, the total estimated cost
at that time of the four remaining projects equaled $28,675,000 which included bonding costs.
As a result of the survey Springsted, Inc. completed, a tax impact not to exceed $85/year was
recommended for the average homeowner. An $85/year tax impact would equate to an
approximate $27-million Park Bond Referendum. As previously noted, the estimated cost of the
proposed four park projects at that time was $28,675,000.
CITY COUNCIL DIRECTION
At their November 25, 2019 City Council Work Session, the Mayor and City Council directed
staff to obtain revised cost estimates for the projects that were previously discussed, share
these costs with the PRNRC and ask the PRNRC if they would like to consider including any
other projects into the referendum package that would be held in either August or November
of 2020.
Attached is a list of the park projects with updated estimated costs along with possible
proposed reduction costs which we can review and discuss at our meeting. We can also discuss
possible projects that committee members may like to consider including in the referendum
package such as:
• Antlers Park Land Acquisition $350,000
• Casperson Park Performance Stage/Parking Improvements $550,000
Also attached is a list of Park Bond Referendum scenario timelines that we can discuss at the
meeting.
