APPROVAL OF TEMPORARY EASEMENT ON THE HASSE ARENA PROPERTY
FOR THE CONSTRUCTION OF CSAH 70 IMPROVMENTS
Proposed Action
Staff recommends adoption of the following motion: Move to approve a Temporary Easement to
Dakota County on the Hasse Arena located at 8525 215th Street for purposes of constructing the
improvements to CSAH 70.
Overview
Since Hasse Arena was constructed in 2006, it has been owned by the City of Lakeville HRA. The
proposed 10-foot temporary easement along the southern border of the Hasse Arena property is
needed for the expansion of the CSAH 70 from a two lane to a four-lane divided highway. The
temporary easement shall be effective from March 6, 2020 through July 5, 2023. Consistent with
City Policy, the City does not propose to receive compensation for the dedication of this easement.
City staff recommends approval of the proposed temporary easement.

Know all men by these presents, that, Housing and Redevelopment Authority of Lakeville, a
Minnesota public body corporate and politic of the State of Minnesota, hereinafter called GRANTOR(S), in
consideration of the sum of One and No/100 Dollars ($1.00) and other valuable consideration hereby
convey(s) to the COUNTY OF DAKOTA, a political subdivision of the State of Minnesota, hereinafter called
GRANTEE, its successors and assigns, a temporary easement for highway construction purposes within, over,
under and across the following described easement area in the County of Dakota, State of Minnesota:

The temporary easement conveyed herein includes the right of the GRANTEE, its contractors, agents,
employees, successors and assigns, to enter upon the described easement areas at all reasonable times for
the purposes of construction, grading, sloping and restoration, and all purposes ancillary thereto; to remove
trees, shrubs or other vegetation in the easement area; to deposit or remove grasses and earthen materials
and re-grade the surface of the land; to alter or remove existing improvements; to replace grasses and
earthen materials with like kind materials; to move, store, and remove equipment and supplies within the
easement area as necessary and incident to the safe construction of the project improvements.
This easement shall be effective from March 6, 2020 through July 5, 2023.

Legal Description for Temporary Right of Way Easement
A temporary easement for highway purposes, over, under, and across that part of the south 582.10 feet of
the Southeast Quarter of the Northeast Quarter of Section 32, Township 114 North, Range 20 West, Dakota
County, Minnesota which lies easterly of the easterly right of way line of Minneapolis, Northfield and
Southern Railway, said easement is 10.00 feet in width and lies contiguous, parallel and concentric to the
northerly right of way line of County State Aid Highway No. 70 per Highway Easement No. 462159.
Said temporary easements contains approximately 8,856 Square Feet
