Contract with General Security Services Corp. for City Hall Security System Update
Proposed Action
Staff recommends adoption of the following motion: Move to approve contract with General
Security Services Corporation to upgrade City Hall security system.
Overview
IT staff was requested to review the current City Hall security systems to address department
access, security risks, and system management. During the review the following deficiencies in
the current system were identified:
• Managing access to non-public areas on several doors is difficult
• Existing card readers are not encrypted and create a security risk
• The main entrance doors lack features to better secure the building from the main
front desk
• The management of keyed doors is cumbersome and inefficient
• The main alarm panel for City Hall is inadequate to address current needs
IT staff worked with General Security Services Corporation to develop a plan to update and
upgrade the current security system and recommends approval of the contract.
Primary Issues to Consider
Does a security system update/upgrade address the current security system deficiencies?
• Yes. The addition and replacement of new encrypted HID card readers will provide
management of access to non-public areas by allowing the doors to remain locked at all
times. Access to these areas is only granted those individuals that require it.

AMAG Access Control System Enhancements:
GSSC proposes to install a 27 door AMAG access control system. The access control system will include the
following equipment and services.
1. Pricing at State of MN state contract pricing rates. Contract No. 86187
2. Install two AMAG 16 reader panels with network cards.
3. Install door electronic door locking hardware.
4. Programming.
*Software Upgrade:
Must have current SSA for price to be accurate.
GSSC to upgrade the existing AMAG 7.0.01 version to 8.2.
*Time and materials project estimated at 16 labor hours, billable at $65.00 per hour. GSSC will invoice for
the labor hours and materials needed to complete the project
Alternate 1:
Integrate the security system with the AMAG access control system so that when a valid card is presented to any
one of the three card readers proposed the system will arm / disarm with a valid card read. One new security
system keypad will be located at the main entry.
1 open reader port will be required for each arm/disarm reader.
Price valid if purchased at the same time as the base bid.
*Alternate 2:
Install a card reader on the main entry door. Card reader will unlock door locking hardware existing on the door.
Install two wireless door release buttons.

1 open reader port will be required for wireless door release buttons.
*Proposed Price does not include handicap opener interface.
*Proposed Price valid if purchased at the same time as the base bid.

·Each run will go to the nearest MDF/IDF Closet or Panel Location and will not exceed standard cabling
lengths.
·Cabling will be installed to all relevant and applicable standards and best practices, including but not limited to
ANSI/EIA/TIA 568B, 568C, 569B, 606 and the National Electrical Code (NEC).
·GSSC will provide and complete cable installation including wiring/cabling, testing, certification, cable
hangers, jacks, boxes, faceplates, raceway, patch panels, connectors, and labels, as needed or specified in
Scope of Work.
·All cable will be properly installed according to the NEC, supported with J-hooks, hangers, and/or cable ties
as needed (no cable laying on the drop ceiling).
·All cabling will be clearly marked by GSSC on both ends.
·All building penetrations will be properly sealed for weather and fire caulk.
GSSC Responsibilities:
·Provide equipment to customer as itemized in the attached Bill of Materials.
·Program, and optimize the System
·Testing and documentation of final system configuration
Customer Responsibilities:
·Designate a key customer representative to act as project manager. This individual will coordinate the
activities of internal customer departments and services required for successful completion of the project.
·Provide GSSC personnel prompt and unrestricted access to work areas for the duration of the project.
·Provide adequate and secure space for storage of equipment, cable, hardware, and tools during the
installation. This space will be as close as possible to the work area.
·Provide conditioned 120 VAC power in IDF & MDF Locations Where Panels Are Located
·Provide, install and configure all customer owned network switches.
·Provide Open Network Port on Network
·IP Address and Network Configuration of camera proposed.
Schedule:
·GSSC will determine daily labor requirements to complete the Scope of Work.
·The materials detailed comprise complete and operating systems based on information GSSC obtained from
project drawings and specifications, to date. Any changes in the project scope, completion dates, system
functions, cable routing, documentation, and/or training requirements, may require an increase in project cost.
·GSSC will provide an adequate quantity of personnel to complete our portion of this project efficiently, during
normal working hours (7:30am - 4:30pm, M-F), and per a mutually agreed upon schedule (to be determined),
excluding GSSC’s recognized holidays. Delays, cancellations, and/or errors of contributing parties can
impact the project time line. Should GSSC be required to expend additional and/or overtime labor to offset
another parties’ delay, GSSC will bill the customer for the additional labor. (Overtime at 1 ½ times standard

·GSSC is not responsible for schedule revisions that are due to reasons beyond its control, including, but not
limited to, the performance of other trades or the inability to obtain access to work areas.
·All schedule changes are subject to available personnel.
Exclusions
·Door contacts, Rex motions and piezo alarms at all proposed access control door locations.
·Customer to supply all required door licenses for 30 doors (25 AC, 3 for Alt 1 and 2 for Alt 2).
·Electrical service to all equipment
·Conduit and pathway
·Millwork
·Lift/Boom Truck Rental, Scaffolding, etc.
·Permits
·Premium time
·Expedited freight
·Painting of equipment
Warranty*
·Warrantyall equipment installed by GSSC under this Scope of Workto be free from defects for a period of one
(1)year , and labor for a period of one (1)year. This warranty shall commence on the date of system
substantial completion. All warranty service will take place during normal working hours.
·The repair or replacement of a defective component under the termsand condition of manufacturers’ warranty
would not include the cost of labor required to repair or replace the defective component.
·In addition to any other limitations or disclaimers herein, the warranties provided in this Agreement do not
cover damage, defects, malfunctions or failure caused by Customer or by third parties; by other events outside
GSSC’s reasonable control such as power failure or surges, lightning, vandalism, fire, flood, and accident; if
serial numbers or decals have been modified removed or altered.
·Any error or omission in construction or installation of the system must be called to the attention of GSSC in
writing within thirty (30) days after completion of the installation. Upon expiration of the thirty (30) days, the
installation shall be considered accepted as complete by the customer.
·The above warranty is contingent upon the proper use and maintenance of the equipment and/or any cabling
system provided or installed by GSSC.
