Chair Scherer called the work session to order at 3:00 p.m. in the Marion Conference Room. Members Present: Comms. Dautel, Emond, Matasosky, Scherer, Seiler, Smith, Starfield Ex-officio members: Mayor Anderson, City Administrator Miller, Chamber President Jech Members Absent: Comm. Collman, Gillen, Stone Others Present: David Olson, Community & Economic Development Director; Kati Bachmayer, Economic Development Specialist; Craig Rapp and Heather Johnston, Craig Rapp Consulting 2. Approval of August 27 and October 29, 2019 Meeting Minutes Comms. Starfield / Emond moved to approve the minutes of the August 27 and October 29 meetings as presented. Motion carried unanimously. 3. Continued Discussion of Strategic Priorities for 2020 – 2024 Strategic Plan for Economic Development facilitated by Craig Rapp with Rapp Consulting Group Mr. Rapp began the work session by reviewing the strategic planning process from the October 29 work session and the EDC’s identified Strategic Priorities. It was determined that the fifth priority, Transportation, should not be included as a standalone strategic priority and instead should be viewed as facilitating a desired outcome under one of the other four priorities - 1. Business Retention, Expansion and Diversification; 2. Maximize and Market Our Competitive Edge; 3. Housing to Support Economic Goals; 4. Workforce Availability and Utilization. Attendees were then split into two groups and each group discussed two priorities (Business Retention, Expansion and Diversification + Maximize and Market Our Competitive Edge and Housing to Support Economic Goals + Workforce Availability and Utilization) and determine Desired Outcomes, Key Outcome Indicators and Targets for each priority. At the end of the work session, the EDC member groups presented their results and the full group agreed on the list of Desired Outcomes, Key Outcome Indicators and Targets. Rapp Consulting will send an updated draft of the Strategic Plan Summary to city staff by December 5 so the draft document can be discussed during the City Council work session on December 9.
